In 2015, President Obama signed the Every Student Succeeds Act (ESSA), which imposes requirements on local education agencies (LEAs) and child welfare agencies to jointly establish plans that enable prompt transportation to children is foster care’s schools of origin to facilitate educational stability for children in foster care.
Through a workgroup, the ESSA Foster Youth School Stability Transportation MOU was developed. Through the MOU, Local Education Agencies (LEAs) share 50% of the private transportation service costs with DCFS. To date, 51 school districts in LA COUNTY, which cover 85% of the COUNTY’S’ children in foster care, have signed on to the MOU as well as 12 charters.
