People: The idea is to create a single location where students can find content and you can organize your lessons and track student work. How will your students access the LMS? If they are primarily accessing digital content through their phones make sure the the LMS works well on a phone. Do students have limited data plans? Limited memory for additional apps? If so, consider using a website for instructional materials instead of a full LMS.
Objectives: What do you want to be able to do via your LMS? If your main purpose is to organize and share content with students you may want to use a tool that primarily does that like Padlet or a website using Weebly or Google Sites. But if you want to be able to communicate with students, track attendance and student activity, you may want a more robust LMS like Google Classrooms.
Strategies: How are you going to use you LMS? Will students go to the LMS to find all the coursework? Will students submit their homework via the LMS? What kinds of content do you want to include?
