No. The Approved List of State At-Risk Evidence-Based Programs is not intended to be used as an approved listed for Tier 1 instruction. This at-risk programs list is provided by KSDE in compliance with K.S.A 72-5153 (d), which requires that KSDE to identify and approve evidence-based practices for at-risk programs and instruction specifically for students receiving at-risk program services.
The instructional materials selection guidance provided here is intended to drive selection for core, Tier 1 materials for all students.
