Elbert Frank Cox was born on December 5, 1895 in Evansville, Indiana. He died on November, 5, 1969, in Cafriz Memorial Hospital.

Cox's mom was Eugenia Talbot Cox and his dad was Johnson D. Cox. He had two brothers one named Avalon Cox, and the other name isn't known. He had 4 sons James Cox, Elbert Lucien Cox, and Eugene Kaufman Cox. Kenneth Cox sadly died at 17 months.

Cox went to the University of Indiana for college in 1925. He was a teacher, and a mathematician. He received his undergraduate degree from Indiana University College and got a PhD from Cornell College.
