According to the DOE Memo dated 12/31/18 regarding the Student Support Process (SSP) in Multi-Tiered System of Support, BSPs are defined as follows:
"A plan developed though the SSP. The BSP is a plan addressing behavioral, emotional, or social challenges that is based on available data."
Another working definition states a BSP is a plan that assists a [student] in building positive behaviors to replace or reduce a challenging/dangerous behavior. This plan may include teaching, improved communication, increasing relationships, and using [evidence-based] interventions, etc. When a Behavior Support Plan is not effective in reducing a challenging/dangerous behavior, a Behavior Intervention Plan (BIP) using [additional individualized supports] may be needed and added to the Behavior Support Plan. A Behavior Intervention Plan (BIP) must be based on an extensive assessment of a child's behavior. This is assessment is called a Functional Behavior Assessment. "An FBA will refer exclusively to a comprehensive assessment based on the gathering of extensive new data for the purpose of identifying the reasons that a student engages in a challenging behavior" DOE Memo 12/31/18
