History
Established in 1840 by King Kamehameha III, the public education system in Hawaiʻi is the oldest educational system west of the Mississippi. Presently, it comprises 257 public schools and 37 charter schools, educating about 180,000 students and employing about 22,000 permanent full-time staff, including about 13,000 teachers.
Teacher Shortage
Hawaiʻi's school system experienced a shortfall of 1,029 qualified teachers for the 2018-2019 school year, 352 of which were in the area of special education. Overall, more than 60,000 students are not taught by a qualified teacher each year, and on any given day around 5-15% of teaching positions are filled by substitutes.
Hawaiian Immersion
After teaching and learning Hawaiian was banned in 1896, the language was not heard in schools for nearly a century. Due to the Hawaiian Renaissance of the 1970's, the State Constitution was amended in 1978 to include Article X, Section 4, which mandated that the State promote "the study of Hawaiian culture, history and language" by providing a Hawaiian education program. Nearly a decade later, the Department of Education established the Hawaiian Studies Program and the Hawaiian Language Immersion Program, Ka Papahana Kaiapuni Hawaiʻi.
