This program is focused on the approval and oversight of credit-bearing PD courses and does not coordinate fee-based services for providers. Providers are encouraged to take initiative in connecting with schools or complex areas that may benefit from their offerings. By proactively identifying site needs and leveraging public platforms, providers can find the right opportunities to share their expertise.

Teacher Reclassification Unit
Reviews transcripts of professional development/academic credits, posts reclassification guidance annually, and processes forms for changes in teacher classification and salary advancement

Professional Development Credits:
Obtained through Learnsoft.
Certificates (200-005(PD) forms) are available in Learnsoft upon successful course completion.
Signed 200-005(PD) forms are submitted to the Teacher Reclassification Unit.
Academic Credits:
Obtained through a college or university system.
Academic credits are not recorded on the transcript in PDE3/Learnsoft.
The 200-005 form is available to teachers on the Department's Intranet.
Teachers must secure preapproval from their administrator during employment with the Department and prior to course enrollment.
Signed 200-005 forms along with official university transcripts are submitted directly to the Teacher Reclassification Unit.

Title III / English Learner (EL) Office
Works with the OTM Educator Quality Section to ensure that all ESL credit courses in the Learnsoft system meet the Teaching English to Speakers of Other Languages (TESOL)-Related “Sheltered Instruction” (SIQ) credit or Equivalent Options for HIDOE licensed K-12 teachers who plan or provide direct instruction to students.
Provides course support and feedback, by request, on whether or not a course's content will qualify for the Hawaiʻi TESOL SIQ requirements.

Procurement and Contracts Branch (PCB)
Ensures that all purchases with public funds conform to state laws, State Procurement Board rules, and HIDOE policies and procedures.
Review the PCB vendor website below to learn about how to initiate fee-based contract services for HIDOE's various PD opportunities.
The HIDOE does not maintain a bidders list for PD. Please contact a school or complex area office that may have the budget and need for your services. Generally, the HIDOE publicly posts solicitations on two different websites.
