"Emergency mental health services" are a coordinated system of mental health services that provide an immediate response to assist a person experiencing a mental health crisis (DHS 34.02[8]).
EMH is certified by the state of Wisconsin under HS 34.
EMH staff operate on site 24/7, including weekends and holidays.
EMH staff can be reached during the week from 7:30 am-5:30 pm by calling 920-674-3105 and asking for the mental health intake worker. Any other time they can be reached by calling 920-674-3105 and follow the automated prompts to reach the after-hours intake worker.
Who is eligible for EMH services?
Any individual who is a resident of Jefferson County who is experiencing a mental health crisis or is in a situation which is likely to develop into a crisis if supports are not provided to them.
Crisis is defined as a situation caused by a person's apparent mental disorder that results in a high level of stress or anxiety for the individual, persons providing care for the individual, or the public that cannot be resolved by the available coping methods of the individual or by the efforts of those providing ordinary care or support for the individual. (DHS 34.02[5])
The intent of EMH services is to provide support to individuals and families during times of mental and emotional crisis.
To ensure safety of everyone especially the individual in crisis by providing services that are needed immediately and linking them to services that they may need in the future to assist them in their recovery.

At Jefferson County Human Services, no one will be denied access to services due to an inability to pay, and a discounted/sliding fee schedule is available.

Psychotherapy Center of Waunakee is a partner with our school district. Pupil Services Staff can directly refer your child to these services, as two therapists use our school as a service location twice a week. Meaghan Bakkum, LCSW, is dedicated to helping individuals and families in Wisconsin navigate their mental health challenges with care and expertise. She also has a deep understanding of the challenges families face during parental custody transitions and offers targeted support in these situations, ensuring that both parents and children feel heard and supported. Her family therapy sessions foster communication and create strategies for improving family dynamics, with the ultimate goal of promoting emotional well-being for everyone involved. Meaghan uses evidence-based interventions, including Cognitive Behavioral Therapy CBT , Dialectical Behavior Therapy DBT , and Exposure Therapy, tailoring her approach to meet the individual needs of each client. She also integrates mindfulness techniques and parenting skills training into her practice, helping clients manage stress and improve their emotional regulation.
In addition to working with women and men, Meaghan has experience supporting children in adoption and foster care, understanding the unique emotional needs of these populations. Outside of her practice, Meaghan enjoys spending time with her family, being outdoors, and baking. These personal interests reflect her commitment to creating a balanced, fulfilling life, which she brings into her therapeutic work.
