McKinney-Vento

The McKinney Vento guarantees educational rights and supports for students experiencing homelessness. Homeless students are guaranteed immediate enrollment and full participation in school and school activities.

The term homeless children and youths' means individuals who lack a fixed, regular, and adequate nighttime residence.

This includes: (i) children and youths who are sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; are living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations; are living in emergency or transitional shelters; are abandoned in hospitals; or are awaiting foster care placement; (ii) children and youths who have a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings (within the meaning of section 103(a)(2)(C)); (iii) children and youths who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings; and (iv) migratory children (as such term is defined in section 1309 of the Elementary and Secondary Education Act of 1965) who qualify as homeless for the purposes of this subtitle because the children are living in circumstances described in clauses (i) through (iii).

McKinney Vento Process Overview

  1. Determine if the scholar is homeless. Contact the student services director if additional clarification is needed.

  2. Have the parent or unaccompanied youth complete the residency questionnaire.

  3. With the scholar’s parents and personnel from previous schools/districts, determine which school would best benefit the scholar. The school of origin is usually determined to be the best. The parent's preference is heavily considered in this determination.

  4. Ensure enrollment in the appropriate school.

  5. Scan the completed residency questionnaire to the district homeless liaison.

  6. If the student has siblings in the district, then scan the completed residency questionnaire to the appropriate counselors.

  7. Mark the student as homeless/Mckinney-Vento in eSchool.

  8. If the scholar needs transportation, work with the JNPSD bus router, the parents, and other parties to facilitate transportation. Follow the steps on the transportation request.

  9. Review resources, guidance, policies, and law as you go. This will help you navigate the circumstances and nuances of each situation with fidelity.

  10. If you are uncertain about a situation after you have reviewed these resources, contact the director of student services for assistance.
