While looking through the literature of the period, one can see that the tsarist government usually explained the majority of antisemitic outbursts as spontaneous riots. Yet, many of violent acts were well organized and planned. The next level of escalated violence that the Russians simply could not deny, was a pogrom. Still, the ruling elite and the tsar claimed it to be outside of the government policy. Starting with the pogroms of 1905, and especially during White army traverse across Ukraine and Belarus (1915-1922), the generals in charge were in fact the acting legal representatives of the tsarist government. In such a case, the tsar and his generals were guilty of the genocide against the Jews. For centuries they have brainwashed the general public. In 1915-1922 their hard labors bore an ugly fruit - a Jewish genocide in Ukraine. 

On a similar note, the commanders of occupational forces (Austria, Germany, Poland, Hungary) were just as guilty. 

With them we shall judge the "Ukrainian atamans" of all colors and walks of life. They were, at one time or another, the acting government. Their antisemitic policies were the law.  

Finally, the Red army (infected by the same antisemitic disease) commited atrocities against the Jews. 

Combined forces of the White army with the expeditionary forces of their Allies, the "atmans" and the Red army together have created the perfect antisemitic storm - a "Holocaust by Sabers." (Similar from the term "Holocaust by Bullets" from 1941)
