ISU unites with TK and IEGs on a Maritime Domain Awareness Training

The Isabela State University (ISU), through its Institute of Environmental Governance (IEG), participated in the Maritime Domain Awareness Training held on September 9–11, 2025, at the Bellevue Hotel, Alabang, organized by Tanggol Kalikasan (TK) with support from the US Department of the Interior – ITAP.
The event gathered 94 participants from LGUs, national agencies, and academe to strengthen collaboration in managing and protecting marine resources, particularly the Philippine Rise. Representing ISU were Dr. Orlando F. Balderama and Dr. Bondee L. Peñaflor, who underscored ISU’s active role in environmental governance.
Experts from US agencies shared insights on maritime mapping, legal frameworks, ecosystem management, and stakeholder engagement. Keynote speakers from DILG and the US Department of the Interior highlighted the importance of intergovernmental and international cooperation.
ISU reaffirmed its commitment to capacity-building initiatives and partnerships that promote the conservation and sustainable use of marine ecosystems.

KNLE for LGU decision-makers

Tanggol Kalikasan (TK), in partnership with the Institutes of Environmental Governance (IEG) at ISU, CSU, ASCOT, SLSU, and CNSC, organized a Knowledge, Networking, and Learning Experience (KNLE) for coastal LGU leaders from Cagayan, Isabela, Quezon, Aurora, and Camarines Norte on September 9–13, 2024 at SEAFDEC, Iloilo and Guimaras Islands.
The event, part of the Environmental Justice Sector Reform Project 3, gathered 30 mayors, vice mayors, SB members, and LGU heads for lectures on ecosystem management, fisheries, wildlife protection, land use planning, and green-blue policies. Participants also joined field visits to BFAR-CO, Ninoy Aquino Parks and Wildlife Center, and SEAFDEC facilities in Iloilo and Guimaras.
A draft Memorandum of Cooperation for the creation of the Philippine Rise Environmental Council for Sustainable Development was shared for inputs. Each province presented its Area Specific Action Plan (ASAP) through IEG coordinators and TK staff.
The attendees lauded TK and IEG for the valuable learning experience and expressed commitment to apply their insights for sustainable governance in their respective LGUs.
IProtecting Nature through Law: Strengthening Enforcement for A Sustainable Future!

The Environmental Law Enforcement Training was held at the Senior Citizen’s Hall, Dicabisagan West, Palanan, Isabela, gathering 40 Bantay Gubat and Bantay Dagat members dedicated to protecting natural resources.
Organized by the Isabela State University–Institute of Environmental Governance (IEG) and Tanggol Kalikasan (TK) under the Environmental Justice Sector Reform Project Phase 3 (EJSRP3), the training enhanced participants’ skills in enforcing environmental laws, focusing on Green and Blue Laws, arrest and evidence procedures, and inter-agency coordination.
Participants expressed gratitude for the timely and empowering initiative, which strengthens grassroots capacity and collaboration for sustainable forest and marine protection in the region.

Tanggol Kalikasan (TK), in coordination with Central Luzon State University (CLSU), conducted the 2024 Institute of Environmental Governance (IEG) Training of Trainers, Annual Meeting, and Natural Resource Management Module Enhancement at CLSU on February 19-22, 2024.
IEG Coordinators from 28 state universities and colleges across the Philippines attended, sharing updates on their programs. I presented ISU-IEG’s initiatives.
Experts from government and non-government sectors led interactive discussions on ENR topics, preparing teams for capacity development and mentoring programs with partner LGUs. TK-facilitated workshops further equipped participants for future engagements.
A key highlight was the Learning Exchange Visit, where teams gained scientific insights and benchmarked best practices for potential adoption.
DA Undersecretary Atty. Asis G. Perez delivered the closing message, emphasizing collaboration opportunities between IEG and the DA.

Environmental Governance Training

LGU Department Heads of Isabela and Cagayan province participated in a four-day Environmental Governance Training held June 9-12, 2024, at Isabela State University, Cabagan Campus and Cagayan State University , Gonzaga Campus.
The initiative was jointly spearheaded by Tanggol Kalikasan, Inc. and the Institute of Environmental Governance (IEG) of Isabela State University and Cagayan State University.
Equipping LGU officials with the knowledge and tools for their environmental mandates, this activity focuses on strengthening their capacity in enforcing environmental laws, regulations, and strategies. The training particularly targets combating environmental crimes like wildlife trafficking, illegal logging, and its associated timber trade.
This is a part of the Environmental Justice Sector Reform Project Phase 3 (EJSRP 3) funded by US Department of State International Narcotics and Law Enforcement Affairs (INL) and US Department of Interior-International Technical Assistance Program (US DOI-ITAP).Â

Coordination cum consultative meetings were conducted on May 16-17 with LGU Dinapigue, Maconacon and Divilacan relative to the upcoming Environmental Governance Training for LGU Department Heads on May 28-31 which contain Lecture Series, Workshop, and Development Field Visits.
This capability building program is a component of a project implemented by the Institute of Environmental Governance (IEG) which was institutionalized through the partnership of ISU and Tanggol Kalikasan.
Meanwhile, a Coastal Clean Up Drive was done at the coast of Maconacon organised by the LGU and DENR. It was good participating in this activity, even beyond the purpose of my trip.

The Mabuwaya Foundation, Tanggol Kalikasan and Local Government Unit of San Mariano conducted Environmental Law Enforcement Training last April 11-13, 2019. 44 individuals attended the training from 8 barangays composed of barangay officials, Bantay Sanktuwaryo members, MENRO and DENR staff. Among the highlights of the training is the drafting of Wetland and Law Enforcement Action Plan and the release of the Philippine crocodiles inside the Northern Sierra Madre Natural Park. A simulation exercises on how to make proper arrest and gathering of evidences and others were enjoyed by the participants.
