The Institute of Environmental Governance Program or IEG is the strategic response to the over-increasing demand for capacity building LGU's.
This LoGoTRI-Philnet Accredited Program with four star rating caters to two levels. Level 1 shall be designed to serve the needs of Barangay Officials and Level 2 shall cater the needs of Municipal, City and Provincial Officials.
Both levels will be housed in partner Academic Institutions.
PROMOTING ENVIRONMENTAL JUSTICE IN THE BENHAM RISE
In the Philippines, environmental justice is regarded as a mechanism, process, or system by which people and communities enjoy their rights to a balanced and healthful ecology and equitable access to the benefits of natural wealth and resources of the country. This is made clear in the Philippine Constitution and in various national laws, rules, and regulations. A direct way to work toward environmental justice is through the implementation of effective environmental governance. In the Philippines, the offices with environmental protection mandates include local government units ranging from the village, municipal, city, and provincial levels.
THE CHALENGE
Local Government Units (LGUs) suffer from a lack of personnel and logistical resources. However, the LGUs can seek the assistance of national government agencies to augment their manpower and resources. Additionally, the recent Supreme Court Decision in Mandanas Garcia v. Executive Secretary will likely make more funds available for LGUs.
Developing the technical competence of the LGUs is an area of significant need in the Philippines. Most of the LGUs have yet to fully embrace their roles in environmental protection, and they require further support to build their technical competence to fulfill their mandate. The devolution of power that occurred under the Local Government Code (LGC), where LGUs are mandated to share in the management of the resources and protection of the environment within their areas of jurisdiction, did not automatically translate into actual transfer of capacity or corresponding responsible governance. Additionally, capacity building activities to enhance the technical competence of the LGUs must be conducted on a regular basis, as elections are held in the Philippines every three years and associated turnover of some personnel is inevitable.
FOCUS AREA
The Benham Rise, a vast undersea landmass located in the Western Pacific, is part of the Philippines' extended continental shelf. It lies thousands of kilometers away from the nearest coastline in China. However, China is rapidly expanding its military and scientific expeditions in the area. In response, the Philippines must demonstrate utilization and full control of the Benham Rise, to include establishing a marine and maritime presence in the area. The Government of the Philippines has protected the area by declaring it a Marine Resource Reserve. To further protection LGUs must be educated on the Philippines’ ownership of the Benham Rise area – and its significance locally and internationally. The LGUs, as the representative of the national government “on the ground,” must know how to take effective enforcement actions, particularly in instances of poaching and illegal fishing. The Benham Rise provides important ecosystem services, such as fish habitat that benefit local fisherfolk. The LGUs require increased capacity to help guard the Benham Rise and ensure the Government of the Philippines is informed of and prepared to address foreign state actions beyond what is allowed and/or required by international law. In Isabela province, the LGUs covered in this project are the municipalities of Dinapigue, Divilacan, Dinapigue, and Maconacon.
