Canada has a parliamentary democracy and has 3 distinct elements that has responsibility of lawmaking. Everything that the constitutional monarchy does is in the name of the crown and then goes to the people of Canada, the Governor takes guidance of the Prime Minister & The Cabinet. The enact law is used to choose a one candidate for Governor General.

House of Commons.
The political parties are a major deal in the Parliamentary system. Any immunities, privileges, powers, or bills has to go through the Royals before being put out the people. If there is going to be a public petition you have to tell the House of Commons and then must be granted by the its members. Their are different Parliament delegate's and have different responsibilities. The financial part of the Government has to be known by both House of Commons and Parliament.
