It is highly recommended to be there on the day of the fair. Students also look for their sponsor for help during the fair as well. Sponsors are also required to volunteer for various positions throughout the fair. If you are not helping out Saturday, then you should sign up for Friday night activities. Sponsors will get all awards for the school at the sponsors meeting after the awards ceremony.

If a student has another obligation that day, can they be judged 1st?

In many cases, science fair will occur at the same time you have other events that day. You will have to decide which event is more important. If you can't make project session, then you can participate in paper session or vice versa. It is possible to request to be judged early, but there is no guarantee it will be honored.

If a student has another obligation that day, can they sent another student to represent them?

At NO point is it acceptable to only send a partner to represent you. Judges expect you to be there, no one else. As stated above, you will have to decide which event is more important to attend.
