Per Section 510 of the Kentucky High School Democrats Bylaws, 

"In order for a chapter to be chartered with Kentucky High School Democrats, the State Chair must confirm that the chapter has at least three (3) members, all of whom are registered, or plan to register, as members of High School Democrats of America and therefore, a member of Kentucky High School Democrats."
