For each scout rank requirement a scout has to complete a certain number of merit badges. The scout must request starting a merit badge with their Scoutmaster. The Scoutmaster will assign them to a Merit Badge Counselor.  The Troop has a set of parents who have volunteered to be counselors for some of the merit badges.
