Name, Purpose, and Control (The National Council)
This chapter shall be named the Roadrunner Chapter of the National Honor Society of Secondary Schools and will appear as stated on the charter granted by the National Council of the National Honor Society, duly signed by the members of the National Council.
The purpose of this chapter shall be to create greater enthusiasm for scholarship, to form a desire to render service, to promote worthy leadership, and to encourage the development of character of all students of Holbrook High School.
The control of this chapter shall be vested in the National Council of the National Honor Society and shall be governed by the National Honor Society national constitution.
Membership shall be based upon scholarship, service, leadership, and character. Once selected, members have the responsibility to continue to demonstrate these qualities.
Membership of this chapter shall be known as active and graduate. The graduate members have no vote. Active members become graduate members at graduation.
Candidates for membership shall have spent at least one semester in Holbrook High School, and shall be a member of the Junior or Senior class. Candidates eligible to election to the chapter shall have a scholarship (unweighted GPA) average of 3.24 or higher. Candidates must be active in two activities in their community during the school year in which the student is eligible to be a member.
Members who resign or are dismissed are never again eligible for membership.
The election of members to this chapter of the National Honor Society shall be by a faculty council, consisting of five members of the faculty, who are to be chosen by the principal.
Any member of the faculty may propose to the council the names of students eligible for membership in the chapter.
Any active member who falls below the standards which were the basis for his or her election to membership shall be dropped from the chapter upon the recommendation of the council.
If so dropped, his or her emblem and membership card shall be returned to the sponsor of the chapter or the principal of the school. Notice of such action must be reported to the national secretary of the National Honor Society.
The officers of this chapter shall be a president, vice-president, treasurer, historian, secretary, and webmaster. A social manager may be elected if the members prefer this action.
A majority of votes cast shall be necessary to elect any office of this chapter.
It shall be the duty of the president to preside at the meetings of this chapter.
The vice president shall fill the chair of the president in his or her absence.
The chapter secretary shall keep the minutes of the meetings, a record of all business, and all records on file.
The treasurer shall receive and disburse all funds of the chapter and shall keep an accurate account of receipts and disbursements in accordance with school regulations.
The historian shall give accurate accounts of the chapter’s activities to the newspaper or school.
The social manager/webmaster shall be in charge of planning any recreational program that the chapter wants to hold.
The executive committee shall consist of the chapter officers. Special meetings, approved by the executive committee, may be called by the president.
The faculty council shall consist of five members of the faculty appointed by the principal.
The purpose of the faculty council shall be to oversee the selection process and to handle the cases of dismissal according to the rules of the National Council. The faculty council may include the executive committee when considering dismissal cases.
Meetings shall be held at a minimum of one meeting per month during the school year. Two unexcused absences may result in dismissal proceedings.
The officers of the chapter shall be elected at the end of each school year.
All meetings shall be open member meetings and shall be held under the sponsorship of the principal or some member of the faculty selected for him/her.
This chapter shall conduct its meetings according to Robert’s Rules of Order, Newly Revised in all points not expressly provided for in the constitution of this chapter.
Each member of this chapter shall be entitled to wear the emblem adopted by the National Honor Society of Secondary Schools.
Any member who resigns or is dropped from the chapter shall return the emblem (see Article III, Section IV).
Each member agrees that, whether the emblem comes to him as a gift, a personal purchase, an award, or from whatever source, the title to the emblem shall rest with the chapter of which he or she is a member; therefore, the emblem can, on motion of the council, be commandeered. Furthermore, each member agrees that his or her acceptance of the emblem shall be considered affirmation of this stipulation in regard to the title of the emblem.
All insignia must be procured from the National Secretary of the National Honor Society, 1904 Association Drive, Reston, Virginia, 22091.
Annual dues for each member shall not be more than twenty dollars. All of it will be designated for National Honor Society activities.
The procedure for dismissal shall be determined by the faculty council in compliance with the rules and regulations of the National Honor Society. The faculty council may consult the executive committee in deliberating dismissal cases. A written description of the dismissal procedure shall be available to interested parties.
Members who fall below the standards which were the basis for their selection shall be promptly warned in writing by the chapter adviser and given a reasonable amount of time to correct the deficiency, except in the case of flagrant violations of school rules or civic laws a member does not necessarily have to be warned.
The faculty council shall determine when an individual has exceeded a reasonable number of warnings.
In all cases of impending dismissal, a member shall have a right to a hearing before the faculty council.
A member who has been dismissed may appeal the decision of the faculty council under the same rules for disciplinary appeals in the school district.
The National Council and the NASSP shall hear no appeals in dismissal cases.
This constitution may be amended by a two-thirds vote of the chapter, provided that the proposed amendments has been approved by the faculty council and that notice to members has been given at least one month prior to the meeting at which it is to be voted upon.
