Dr. Roger Chen, Program Director
Dr. Chen is an Associate Professor in the Department of Civil, Environmental, and Construction Engineering. Dr. Chen received his PhD from the University of Maryland, College Park, and BS and MS from the University of Texas at Austin, all in Civil and Environmental Engineering. He focuses on understanding and modeling the human dimensions of smart and connected cities, and mobility services. He is a member of the TRB Standing Committees on Traveler Behavior (AEP12).

Saber Esmaeili Ghayoumabadi, Pac-STEP Campmaster
Mr. Esmaeili Ghayoumabadi is a Master’s student in Civil Engineering at the University of Hawaiʻi at Mānoa, with a focus on transportation systems. Mr. Esmaeili Ghayoumabadi will also serve as the camp van driver.

Ms. Yue Zhu is a PhD student in the Department of Travel Industry Management at the University of Hawaiʻi at Mānoa, with a focus on tourism and transportation. Ms. Yue Zhu will also assist as the camp van driver.

Renee Espiau - City and County of Honolulu, Department of Transportation Services: Renee is currently the Complete Streets administrator at the City and County of Honolulu (CCH) Department of Transportation Services (DTS). She is originally from Maui.
Daniel Alexander - City and County of Honolulu, Department of Transportation Services: Daniel is currently working on Complete Streets projects at the City and County of Honolulu (CCH) Department of Transportation Services (DTS). He was formerly the advocacy, planning, and communications director at Hawaii Bicycling League (HBL).
Malia Harunaga - Hawaii Bicycling League (HBL): Malia is the director of adult education at HBL. Malia has always loved riding bikes and competed in keiki triathlons when she was little. She has been teaching as a League Cycling Instructor certified by the League of American Bicyclists for nine years. She is now a League of American Bicyclists Coach (one of 18 in the nation) and could not be happier spreading the joy of cycling to everyone.
Tiffany Huynh - Elemental Excellerator: Tiffany is currently Director of External Affairs at Elemental Excellerator Hawaiʻi. Tiffany works to weave together a network of mission aligned partners who share our vision of a clean, vibrant, equitable Hawaii. This includes Hui, a corporate and philanthropic partnership program, and Career Pathways, an educational initiative to help develop our future workforce. Tiffany is an active member of several educational boards, including Hoala School, Hoala Foundation for Education, and HawaiiKidsCAN. She holds a Bachelor of Science in Business Administration degree with a concentration in operations and technology management from Boston University in Massachusetts.
Kathleen Rooney - Ulupono Initiative: Katie is Ulupono Initiative’s lead on transportation-related policy and programs in advancement cleaner, multi-modal transportation in Hawaii and reducing our dependency on cars. Her current projects include rightsizing parking policies and helping expand immediate transportation choices and access to those choices. Prior to joining the Ulupono team, Katie served as a project manager of Renaissance Planning in Orlando and as a senior manager at ICF International in Washington D.C. Katie holds a master’s degree in public policy from the University of Maryland and a bachelor’s degree in political science from Tulane University in New Orleans.
