College Policy 40 - Megan's Law (SORNA) Notification

In efforts to maintain and protect college communities from sexual offenders and victimization, the Commonwealth of Pennsylvania requires educational institutions to provide their campus communities with notification regarding individuals that are registered sex offenders seeking admissions or employment at the institution. The purpose of HACC, Central Pennsylvania’s Community College Megan’s Law policy is to provide compulsory guidance and procedures to ensure that employees remain compliant with the community notification requirements regarding certain individuals convicted of sexual offenses pursuant to Pennsylvania’s Sexual Offender Registration and Notification Act (“SORNA”), 42 Pa.C.S. § 97 (H) and (I), commonly known as Pennsylvania’s Megan’s Law. The policy will follow the guidance provided under Title 37 and Pa. Code § 56.4, Guidelines for Schools and Children and Youth Services. The policy will adhere to state requirements while balancing public safety with the rights of the individual identified on the notification.

The policy ensures that the College disseminates information about Sexually Violent Predators and Sexual Offenders to individuals whose duties include supervision of or responsibility for programs for school-aged children and younger. The policy and procedures are intended to balance public safety with the rights of the individual.
