As of January 2022, dispensaries in Vermont are medical only. There are currently 5 medical dispensaries in Vermont:
CeresMED (Burlington and South Burlington)
Grassroots Vermont (Brandon)
PhytoCare Vermont (Bennington)
CeresMED South (Battleboro and Middlebury)
Vermont Patients Alliance (Montpelier)
For Vermont's medical program, no more than five dispensaries shall hold valid registration certificates at one time. Any time a dispensary registration certificate is revoked, is relinquished, or expires, the Department shall accept applications for a new dispensary. Once the Registry reaches 7,000 registered patients, the number of dispensary registrations shall expand to six and the Department shall begin accepting applications forthwith.
Registered patients may purchase cannabis, cannabis-infused products, seeds, and clones from his or her designated registered dispensary.
Registered patients who designate a dispensary may purchase cannabis products and cultivate cannabis.
Registered patients may only change his or her designated dispensary every 30 days. A registered patient must submit a completed Cardholder Information Notification form and a $25 processing fee when requesting to change his or her designated dispensary, except during his or her annual renewal. The VMR will issue the registered patient a new registry identification card with a new registry identification number.
ALL registered patients and caregivers MUST schedule appointments prior to going to their designated dispensary to obtain marijuana, this includes seed and clones.

Per Vermont Regulations - Rules Regulating Cannabis for Symptom Relief:
6.11.3 Business and financial records: Registered dispensaries shall maintain manual or electronic financial records documenting, at a minimum: assets, liabilities, monetary transactions, sales, various journals, ledgers, supporting documents, agreements, checks, invoices, and vouchers. These records are subject to assessment and shall be made available to the Department electronically upon request.
6.11.3.1 Sales records: Dispensary records shall include sales records containing the unique identification number of the registered patient or caregiver to whom marijuana has been distributed, the quantity of marijuana distributed, the date of distribution, and the form of marijuana distributed. The sales record must also indicate the purchase price of the product.
6.11.3.2 Financial Audit: A registered dispensary shall submit the results of a financial audit to the Department no later than 60 days after the end of the dispensary’s first fiscal year, and every other year thereafter. The audit shall be conducted by an independent certified public accountant, and the costs shall be borne by the registered dispensary. The Department may also periodically require, within its discretion, the audit of a registered dispensary’s records by the Department.
Adult Use sales are expected to begin in October 2022. The timeline is as follows:
April 1, 2022: License applications for integrated licensees, small cultivators, and testing laboratories can be accepted.
May 1, 2022: Licenses for integrated licensees, small cultivators, and testing laboratories can be to be issued. License applications for all cultivators can also be accepted.
June 1, 2022: License applications for all cultivators can begin to be issued.
July 1, 2022: License applications for product manufacturers and wholesalers can be accepted.
August 1, 2022: Licenses for product manufacturers and wholesalers can begin to be issued.
September 1, 2022: License applications for retailers can be issued.
October 1, 2022: Licenses for retailers can begin to be issued.
A retailer may dispense one (1) ounce of cannabis or the equivalent in cannabis products, or a combination thereof to consumers over the age of 21.
There shall be six types of licenses available:
(A) a cultivator license;
(B) a wholesaler license;
(C) a product manufacturer license;
(D) a retailer license;
(E) a testing laboratory license;
(F) an integrated license.
The Board shall develop tiers for:
(i) cultivator licenses based on the plant canopy size of the cultivation operation or plant count for breeding stock; and
(ii) retailer licenses
The Board may develop tiers for other types of licenses.
There is a 30% THC cap on flowers and 60% THC cap on concentrates.
Vermont's Act 164, allows towns and cities to opt-in for adult use sales. So far only a handful of towns and cities have opted in for retail sales.
A registered dispensary shall not dispense more than two (2) ounces of useable marijuana including cannabis product to a registered patient or his or her caregiver during a 30-day period. No more than 7 clones (plants) may be dispensed to a registered patient or his or her caregiver during a 30-day period.

Minors under the age of 18 must have a caregiver. Patients under the age of 18 may have up to 2 caregivers. Caregivers must be 21 or older. A registered caregiver may only have one registered patient at a time. Caregivers are allowed to possess not more than two mature cannabis plants, seven immature plants, and two ounces of usable cannabis. Any cannabis harvested from the plants shall not count toward the two-ounce possession limit, provided it is stored in an indoor facility on the property where the cannabis was cultivated and reasonable precautions are taken to prevent unauthorized access to the cannabis.
Homegrow - No person shall knowingly and unlawfully possess two (2) ounces or more of cannabis or ten (10) grams or more of hashish or more than three (3) mature cannabis plants or six (6) immature cannabis plants.
