Involves taking apart the sounds in words (segmenting) and blending sounds together. It requires both knowledge of letter-sound relationships, as well as an ability to apply that knowledge to identify written words and make meaning.

Fluency is the ability to read "like you speak." Hudson, Lane, and Pullen define fluency this way: "Reading fluency is made up of at least three key elements: accurate reading of connected text at a conversational rate with appropriate expression."

Accuracy- reading the words correctly
Rate- reading speed is like how we talk (not too fast/slow)
Expression- read with feeling/emotion
Punctuation- voice adjusts to punctuation
