Commitment to Standards of Practice
Utility Standards - The evaluation will serve the information needs of TREC staff and administrators.
Utility standards will be met by clearly identifying the stakeholders, including: the teaching and support staff at TREC, the administrative team, the students, and the community agencies involved. There will need to be a team of 2-3 evaluators (who are also staff members) to share workload and provide accountability. The collected data will be documented in a Google site and shared with staff and administration as it develops, allowing for process review as the program is implemented (I would propose this could happen a few minutes each month at regularly scheduled staff meetings). For the best impact, the evaluation will be carefully planned and put into practice as a collaborative effort with program staff.
Feasibility Standards - The evaluation will be realistic, careful, tactful, and efficient.
The methods used for this evaluation (interviews, online data collection tools [Google Surveys and Poll Everywhere] and administrative record keeping), will be unobtrusive. The collection of data will be flexible and allow multiple days for participation. Students will be given options and support for participation and staff will have a general timeline for completion well in advance. This evaluation will also have to take into account our current pandemic conditions and whether or not services may become disrupted due to government restrictions. The cost of the evaluation will be minimal and would likely be covered by administration as a few days of release time for the lead evaluator/teacher.
Propriety Standards - The evaluation will be conducted legally, ethically, and with sensitivity to all the stakeholders, particularly our vulnerable youth.
The evaluation will be careful to follow the guidelines of FOIPPA (Information Privacy and Security), maintain the focus on improving attendance and CORE competency skills of our learners, and be completed with sensitivity and tact. Data will be shared only within our professional circle and leadership of School District 73 and not published with the public. It's intended use is internal and will help determine program effectiveness and steer program goals. Any issues that arise will be shared with administration.
Accuracy Standards - The evaluation will reveal honest and encompassing information and feedback about the CONNECT program, determining its success and merit.
Collected data must be encompassing and reliable, therefore we must aim for a significant student participation rate in the surveys and interviews. Most of the data that is collected by staff should be fairly accurate and not require close monitoring as teachers are commonly required to perform administrative tasks like this. The quantitative and qualitative data that is gathered from students will need to be monitored for accuracy and error (eg. outlier data whereby a student doesn't participate with honest intention, and/or they do not take the surveys seriously). To help create a positive, honest culture of sharing, students will need to be informed of the rationale behind the data collection and understand how their data will be used.
