The Guam Department of Education (GDOE) ensures that all students,  faculty, and staff become efficient and effective users of information/ ideas. The School Library Program  strives to help library users achieve information literacy, which the American Library Association defines as:

The ability to find, to evaluate, and to disseminate information using traditional, currently available, and evolving technologies for the purposes of investigation, education, and the solving of real world problems.
