The cost is typically around $100 or a little less per credit hour. The courses range from 2-5 credit hours, meaning they range in price from around $200-$500, with an average of $300 for most 3-credit hour courses. It's a chunk of change, but less expensive than it would be to take the same course at the university. All payments go through the billing department of the university offering the course. While financial aid is not usually available, they do sometimes offer payment plans.
Well, that depends! In order to earn the credit for high school AND college, you do have to pay tuition. The cost is set by the university, and all payment will go directly through that university. Some of these college-level classes can be taken at ESHS for high school-only credit, however! These courses include:

The Missouri Department of Higher Education has a dual credit scholarship that could potentially reimburse families for the money they spend on dual credit courses. Students must apply each semester, and priority is given based on application date and financial need. More information regarding this information scholarship here.
For Advanced Placement courses, students take a standardized exam on a national test date in May, determined by The College Board. These exams cost around $90, but ESSD typically covers the testing fee. Exams are scored on a scale of 1-5. Many colleges and universities award credit to students who earn at least a 3 on the exam. More information about how this credit will awarded can be found on specific university websites.
Weighted grades are grades that are assigned an advantage when calculating GPA. The following courses earn 1.0 additional point towards GPA. For example, B- =3.66 rather than 2.66. The B- will still be shown on your transcript as your letter grade, but it will be weighted towards your GPA as if it were an A-
