The Freehold Regional High School District participates in the Seal of Biliteracy Program offered through the New Jersey Department of Education. Graduating Seniors who demonstrate a high level of proficiency in one or more world languages, in addition to English, will receive a certificate from the New Jersey Department of Education and recognition on their official high school transcript. The State Seal of Biliteracy certifies that a high school graduate has:
Demonstrated proficiency in English by meeting the English Language Arts graduation requirement or attained the appropriate score on the ACCESS for English Language Learners assessment; and
Demonstrated a linguistic proficiency level of at least Intermediate Mid according to the American Council on the Teaching of Foreign Languages Proficiency Guidelines, or demonstrated a level deemed equivalent to Intermediate Mid for languages such as American Sign Language or Native American languages.

What World Language assessments are available?
The following are the languages that are available for assessment: Arabic, Chinese Mandarin (Simplified & Traditional), French, German, Hebrew, Hindi, Italian, Japanese, Korean, Latin, Marathi, Polish, Portuguese (Brazilian), Russian, and Spanish.
What proficiency level do I need to achieve in the World Language assessment to be eligible?
In order for students to be eligible to receive the Seal of Biliteracy, they must meet certain criteria:
Students must demonstrate a proficiency level of Intermediate Mid in a World Language in all four domains of language (reading, writing, speaking, and listening).
Also, students must demonstrate proficiency in English by meeting State high school graduation requirements in English or its alternatives, including through State ELA assessments.
When and where is the FRHSD administering the assessments for the 2023-2024 school year?
The FRHSD will administer the assessments in January of 2024. Specific dates will be announced in early November 2022. Additional information about the assessment, cost, and payment methods will be provided to students following the completion of the Interest Form.
Is there a makeup date for the assessment?
Unfortunately, there are no makeup dates for this assessment.
Do Advanced Placement (AP) and/or International Baccalaureate (IB) exams qualify?
AP and IB exams qualify only if the test(s) was taken during the second semester of junior year of high school. Current seniors who took a World Language AP/IB exam during their junior year, scored a 4 or better, and met the NJDOE ELA graduation requirement are eligible for the Seal of Biliteracy.
What is the cost of the assessment?

AVANT STAMP 4 Assessment:
In order to earn the Seal of Biliteracy students must score a 5 or higher on all sections of the AVANT STAMP 4s assessment including Writing/Speaking and Reading/Listening and must demonstrate proficiency in English by meeting New Jersey State high school graduation requirements.
There are no make-ups for these exams.

Latin ALIRA Assessment:
In order to earn the Seal of Biliteracy in Latin, students must score a I-3 in the ALIRA Interpretive Reading Test and must demonstrate proficiency in English by meeting New Jersey State high school graduation requirements.

For Students Taking the AAPPL Assessment:
As a reminder, in order to earn the Seal of Biliteracy students must score a level of I-3 is required on all four components of the assessment: Interpretive Listening, Interpretive Reading, Interpersonal Listening and Speaking, and Presentational Writing in the AAPPL assessment, and must demonstrate proficiency in English by meeting State high school graduation requirements.
There are no make-ups for these exams.

In order to earn the Seal of Biliteracy students must score in the Intermediate Mid Level of Proficiency in the OPI and/or WPT, and must demonstrate proficiency in English by meeting State high school graduation requirements.
