This roadmap and program planning toolkit is designed to aid those who wish to take their campus OER initiatives beyond adoption to a more comprehensive open education program. This community resource is one outcome of my participation in the 2021-2022 SPARC Open Education Leadership Program. Throughout the program, it was my goal to plan and launch a new open education initiative at the State University of New York at Fredonia, moving beyond adoption with the launch of Open Fredonia

I was intentional in keeping track of the key planning considerations to share with others who might be going through a similar shift with their campus open education efforts. Keep in mind that these are starting points in the planning process. While these techniques, considerations, and resources were helpful in my own planning, there will be plenty more to say about the evaluation of these efforts.

Before expanding upon your program it is important to assess where you currently stand.

Establishing program goals and objectives will help you determine program performance. 

This page will help you identify potential goals and objectives, some timeline considerations, etc. You may have slightly different goals based on your current institutional context.

To reach your program goals, it is important to think about all of the potentially interested parties (stakeholders) campus-wide. 

This page includes a list of commonly interested parties at the campus level.

It will be to your advantage to consider your situation's particular strengths,  weaknesses, opportunities, and threats as you move forward.
