Assessment
Before expanding upon your program it is important to assess where you currently stand. Not only will this help you identify local impact factors that can influence support at your institution, but it will also help you prioritize areas of focus as you move forward.
You will, of course, also need to think about building assessment into your expansion plan as you move forward. Be sure to evaluate your current impact before jumping into the next phase of your program.

Phases of Evaluation
Review the literature
The Open Education Group's Review Project is a great place to start: https://openedgroup.org/review.
Establish a framework.
One common framework used is the COUP Framework, which was established by the Open Education Group.
COUP stands for cost (of education), outcomes (student success), usage (of OER), and perceptions (of OER).
Gather data
Consider campus awareness, barriers to adoption, overall perceptions, etc.
Collect data relating to your program (number of OER courses taught each semester, total estimation of student cost savings, etc.)
Conduct surveys, interviews, and/or organize focus groups (students, faculty, and other parties of interest)
