Georgia Early Literacy and Dyslexia Act (H.B. 307) Passed in 2025, the intent of HB 307 (the Georgia Early Literacy and Dyslexia Act, or GELDA) was to consolidate and clarify the early literacy and dyslexia requirements established by SB 48 (also known as the Georgia Dyslexia Law, although not formally designated as such) and HB 538 (the Georgia Early Literacy Act).
Senate Bill 48 is known as the Dyslexia Legislation. Within this bill is information about the full implementation process as well as recommendations for school systems to ensure effective literacy instruction is in place to support students with characteristics of dyslexia.

House Bill 538 is known as the Georgia Early Literacy Act. HB 538 outlines the requirements for school systems to put in place in order to ensure quality of early reading instruction. Some of these requirements include universal screening all kindergarten through 3rd grade students 3 times a year, providing tiered reading intervention plans for students with significant reading deficiencies, training all educations on key reading & foundational literacy skills, and providing high quality instructional materials for students.

Senate Bill 211 is known as the Georgia Council on Literacy. It is the companion to House Bill 538. This bill establishes the Georgia Council on Literacy and requires local school systems to develop a literacy plan.
