Mercedita Amar Rosetes (Mercy) has over twenty-five years of solid experience of development work in both the public and the private sector. Majority of her professional time has been devoted to project management focusing on livelihood and enterprise development for poor rural and urban communities.
She is currently working with Foodlink Advocacy Co-operative (FAC) as Manager for Member Projects and Community Partnership where she handles various projects related to agribusiness and providing business development services to various stakeholders specifically to small holder farmers, cooperatives and associations. She was the former Business Development Specialist (BDS) under the Philippine Rural Development Project (PRDP) of the Department of Agriculture wherein she provides technical assistance during business plan development, conducts enterprise operations review for proponent groups, and assists in project regional monitoring activities. PRDP is a six-year World Bank funded project designed to establish the government platform for a modern, climate-smart and market-oriented agri-fishery sector.
She was also the Manager for Livelihood and Enterprise Development Unit of the Philippine Business for Social Progress (PBSP). PBSP is the country’s largest business-led social development organization, which harnesses business sector resources to address poverty and other challenges of the poor. As Unit Manager, she initiated the strategy formulation for livelihood and enterprise development portfolio: from identifying needs and opportunities to developing program for the target communities. She also supervised a team to do organizational strengthening of community-based enterprises, social enterprises and SMEs in collaboration with various partner organizations. She managed the Livelihood and Enterprise Development Projects of PBSP for the economic recovery interventions in Haiyan-affected communities funded by various international and local donors. Over the last five years, she has been a key mover of the Inclusive Business Imperative (IBI), the PBSP program that aims to encourage companies to engage the base of the pyramid (BOP) in their value chain. IBI has now evolved into a regional advocacy under the Grow Asia (https://www.growasia.org/philippines) which the Department of Agriculture has adopted as national program under the Philippines Partnership for Sustainable Agriculture (PPSA). Mercy has earned an MA in Business Administration and attended various trainings related to enterprise development and social entrepreneurship.
