This IUU Fishing Reduction Guide (Part C) is the third part of the Philippine IUU Fishing Index and Threat Assessment Tool (I-FIT), following the conduct of the IUU Fishing Assessment (I-FIT Part A) and the IUU Fishing Indexing (I-FIT Part B). This may be used with other planning processes and tools that are more familiar, available to and/or preferred by users. The objective is to develop a strategic plan with clear, feasible and measurable targets to reduce specific types of IUU fishing in the given area by the end of the first and third years. The plan, informed by the vulnerability, prevalence and an examination of existing responses to IUU fishing from the Assessment Workshop/s, could be short-term for 1-2 years or medium term for 3 years, which can serve as a basis for a detailed annual operational and/or tactical plan.
At the end of the planning workshop, participants shall be able to:
1. Describe the outputs from the IUU Fishing Assessment Workshop using the I-FIT Tool (Part A and B);
2. Use and apply the outputs and learning from the IUU fishing assessment workshop to develop a strategic plan to reduce specific types IUU fishing in the next 1-3 years
3. Develop a 1 year plan with targets for specific types of IUU Fishing that are feasible and measurable by the end of 1 and 3 years.
Expected Output. An initial Strategic Plan for IUU Fishing Reduction, that may be the basis for an annual operational and/or tactical plan to reduce specific types of IUU fishing threats
Note. Facilitators are free to use other planning processes or tools for the IUU Fishing Reduction Workshop so long as in the end the group will be able to achieve the objectives of the IUU Fishing Reduction Planning Workshop. In the end, this is simply a suggested guide on how to come up with a strategic plan to reduce specific types of IUU Fishing Threats in the respective areas of jurisdiction of the LGU that could be translated into tactical or operational plans which in turn can be measured on a yearly basis. Emphasize on identifying major gaps and barriers that can be addressed within 3 years

Not intended to create the usual plans (e.g., 5 year plan with vision, goals, etc.) but to simply identify immediate workable solutions that is measurable
Learning by doing instead of setting up a long-term plan… important to identify first steps to take

Most participants would likely have joined the Assessment Workshop so they have some knowledge of the results of the assessment.
Most participants may already be familiar with the I-FIT Tool. A refresher on the I-FIT Tool may still be useful.
Participants have different knowledge on IUU fishing in their area of interest.
Lead Facilitator takes over from emcee. Present context, workshop objectives, overview of schedule. Key messages:

We just did the IUU Fishing Threat Assessment - Part A and IUU Fishing Index - Part B. The next step would be to present the results of the assessment, and find a way to come up with a reduction plan that would reduce specific types of IUU Fishing in our areas.
By now these are the information that we have already gathered based on Part A. and Part B of the I-FIT Tool.
