There is no age requirement for formally tiering students through the MTSS process, however given the wide variation of typical development, paired with a limited amount of formal education, few kindergarten students will be identified as Tier 2/3 students. We want to ensure our students are receiving ample educational opportunity before we determine they present with deficits.

- Is the student a native English speaker?
- Has the student attended Pre-K 3 or Pre-K 4?
- Has the student been retained in Kindergarten?
If the answer to these questions is no, it is rare that the student should be tiered.
During the EOY CIT meeting, Kindergarten students being referred for a Tier 2 intervention plan, should be documenting in eSTAR.
