Parking on campus is a privilege that is granted to students who follow specific guidelines.
There are 197 permits available. Permits will be issued on a priority basis.
Students seeking parking permits must register their vehicle and purchase a parking permit for $25. Only cars registered may park on school property. To register your vehicle, please complete the Parking Permit Request Form.
TERMS AND CONDITIONS
The Frederick County Public School system provides bus transportation for all students who qualify. Students are encouraged to use the bus when possible. Since parking spaces on campus are limited, students must demonstrate a clear need to drive to school. A student must also display the ability to operate the vehicle in a responsible and safe manner. Additionally, all traffic and parking regulations connected with this privilege must be obeyed. It is the student's responsibility to honor these rules. All student drivers must clearly understand that their use of a vehicle to travel to and from school is a privilege, not a right. Neither Tuscarora High School nor Frederick County Public Schools will assume responsibility or liability for losses from, or damages to any vehicle while on THS property.
PARKING PERMIT AND FEES
A new parking permit is required to park at THS each school year. Permits are issued following administrative review and approval. Those students who wish to obtain a parking permit must complete a PARKING APPLICATION/CONTRACT form. The parking permit fee for 2025-2026 is $25.00. Checks should be payable to THS. Lost or stolen permits must be reissued at the owners cost (Reissue fee $5.00).
If any outstanding obligations exist, this application will be denied until the existing obligation(s) are paid in full. Parking tickets will be issued to all vehicles without a parking permit. All fines must be paid in the AP/Attendance office within five (5) school days. Unpaid fines will be carried as financial obligations.
In issuing permits, priority is given to those students involved in CTC, FCC Dual Enrollment, and Work Based Learning. Only students with Junior or Senior status may apply for a parking permit. Parking Permits are valid for one school year (August-June).
STUDENT PARKING LOTS
Students are encouraged to arrive at school early in order to avoid rushing to school to park in a desired area. Students should arrive by 7:15 a.m. All students are required to park in the student parking spaces on the South side of the building. (This is the side of the building with the greenhouse). Students are not permitted to park in the staff lot, bus loop, reserved spots, or administrative spots. Students understand that there will be some isolated occasions when their parking space may not be available due to heavy snow or special events.
PARKING/DRIVING REGULATIONS
All parking permits must be clearly displayed from the rear view mirror.
Permits are issued to students who do not have any obligations and may be revoked for discipline or attendance infractions.
The speed limit on school property as mandated by state law is not to exceed 5 mph. Squealing of tires and revving of motors on school property is prohibited.
Drivers must yield the right-of-way to pedestrians and school buses.
Students may park ONLY in those areas designated as student parking areas. Fines will be assessed for those who park in a Visitor, Reserved or Handicap (without a valid handicap sticker) space.
Upon arrival on campus a student must immediately park, exit his/her vehicle, and enter the building.
Parking lots are unauthorized areas except when arriving and departing from school. Students are not permitted in parking lot areas during the school day without written permission of an administrator.
Under no circumstances will students transport other students from school during the school day.
All passengers must be transported in a legally approved fashion with seat belts fastened. Students are prohibited from riding in the back of pick-up trucks or similar situations while on school property.
The Board of Education and local law enforcement authorities have joined in a program to curtail the use of drugs in the county secondary schools. At unannounced and randomly selected times, a canine unit will be inspecting cars in our parking lot. If, as a result of this investigation, a student is found to be in possession of drugs, his/her parents will be notified immediately. At that time, the school system procedures for handling drug offenses will be initiated.
The school administration reserves the right to search vehicles when on school property and seize any illegal substances or contraband such as drugs, weapons, drug paraphernalia, alcoholic beverages or similar items. Legal authorities will be contacted.
Career and Technology students must ride the bus and may not drive to the Career and Technology Center in private vehicles unless a permit has been granted from the Career and Technology Center.
Students may not use their vehicle to delay or impede either their own school attendance or the progress of other students in getting to school on time.
Student drivers must immediately and courteously follow the directives of any teacher or staff member who is supervising or coordinating activities in the parking areas or campus roadways.
Students are not to leave school grounds before 2:15 p.m. unless prior permission has been granted. Upon dismissal, student drivers are expected to leave immediately in a safe and orderly manner.
Parking permits are NOT transferable (may not be loaned to others). Those students who loan their parking permit to another student will lose their parking permit for the remainder of the semester. Only cars registered on your parking application may be parked at THS.
If a registered student must temporarily drive a different car, or they forget to move their tag to a parent’s vehicle, please notify the main office to avoid confusion and unnecessary ticketing.
Other School Disciplinary actions, not parking related, could result in loss of parking permit.
Consequences for Failure to Comply with Terms and Conditions: Any student who abuses their parking privilege will lose it. Consequences for violation of THS parking rules and regulations may or may not include the following:
Administrative warning and parent contact.
Ticket ($10.00 fine). Unpaid fines will be carried as school financial obligations
Ticket ($15.00 fine). Unpaid fines will be carried as school financial obligations
Towing the vehicle at the owner’s expense.
VIOLATIONS, WHICH COULD LEAD TO LOSS OF PARKING PRIVILEGES
Unsafe acts of driving either on campus or while traveling to or from school.
Illegal use of vehicles to transport themselves or others from campus against normal school procedures.
Failure to pay parking fines.
Failure to pay outstanding fines and/or obligations at THS
Other acts deemed irresponsible or uncooperative by the school administration.
Allowing another student to use your permit
Accumulating more than 4 tardy/late arrivals to school per semester.
PLEASE NOTE
It is not the intention of Tuscarora High School to fine students for parking violations in order to profit from such fines. We do, however, expect and demand responsible behavior from students and expect them to comply with parking regulations. Fines are established to address students who do not comply. Unpaid fines will be carried as school obligations and funds will be used to support students.
