*Monday, October 5th at 6pm in the EVW Highschool Cafeteria
*Wednesday, October 7th at 6pm in the Watkins Elementary Gym.
The EVW School District is asking voters to consider a REVOKE and REPLACE Operating Levy for Learning this fall on November 3, 2026. This levy will maintain classroom instruction, staffing, academic programs, activities and school safety - with little to no increase in what residents currently pay in school taxes. Most families will actually see a slight tax decrease (see chart under "The Cost" tab above). The money from the levy CANNOT be used for a sports complex, it can only be used for Learning!
This Levy will generate $254,000 annually for EVW Students for 10 years - translating to 2.5 million dollars directly to student learning - while NOT raising taxes.
How can there be no increase in taxes?
A new Minnesota law provides Seasonal Tax Base Replacement Aid (STBRA) to eligible rural school districts. This aid is used to reduce the amount of the school’s referendum levy paid through local property taxes.
In Simple Terms: STBRA = More referendum funding for EVW - while Minnesota’s new law shifts part of the tax burden toward the broader seasonal/recreational property tax base.
Voters will be asked to vote on amending the Constitution of the State of Minnesota to allow schools access to funds the state already has. This amendment will provide EVW with $20,000-$25,000 extra funding annually. The funds come from dividends earned by state land and resource sales.
A skipped vote = a NO vote, check the back of the ballot!
The ballot legally must read tax increase because we are asking to revoke the current per pupil amount of $498.85 and replace it with a new per pupil amount of $1,528. However, newly available state funds offset the increase through Seasonal Tax Base Replacement Aid (STBRA).
If passed, this amendment will generate $20,000-$25,000 annually for EVW schools without impacting taxes!
