Ohio's Plan to Raise Literacy Achievement

In 2019, the State Literacy Team reconvened to revise Ohio's Plan to Raise Literacy Achievement and the new plan was released in January 2020. Based on Ohio's Theory of Action to raise language and literacy instruction for all children in Ohio, birth to grade 12, "Ohio’s Plan to Raise Literacy Achievement serves as a guide to evidence-based language and literacy teaching and learning for all learners from birth through grade 12" (Ohio Department of Education, 2020).

"Ohio’s vision is for all learners to acquire the knowledge and skills to become proficient readers. The Ohio Department of Education and its partners view language and literacy acquisition and achievement as foundational knowledge that supports student success. To increase learner’s language and literacy achievement, the Department is urging districts and schools to use evidence-based systems and high-quality instruction, select high-quality instructional materials and employ culturally responsive practices" (Ohio Department of Education, 2020).

Ohio's Language and Literacy Continuum

The Language and Literacy Continuum, as identified in Ohio's Plan to Raise Literacy Achievement, provides a reminder that literacy skills develop along a continuum from emergent language and literacy to adolescent language and literacy. The continuum is an important aspect of Ohio's vision to "include all learners in all phases of literacy development, regardless of age or grade, and presumes competence for all learners." (Ohio Department of Education, 2020).
