The new versions of the EC Program Self-Assessment (PK & K versions) and the corresponding Guide are now available on the TEA website: https://tea.texas.gov/academics/early-childhood-education/high-quality-early-childhood-program-self-assessment.

The SBOE issued Proclamation 2021 at its June 2019 meeting to call for English and Spanish prekindergarten systems. The adoption of materials under Proclamation 2021 is scheduled to occur in November 2020. The adopted materials are scheduled to go into classrooms in the 2021–22 school year.
Samples of materials submitted for consideration are generally available for public viewing at TEA and each of the 20 education service centers. In an effort to limit unnecessary contact, prekindergarten sample materials can now be viewed digitally on the Proclamation 2021 Pre-Adoption Samples webpage.

The Early Childhood Division is excited to announce that our Early Childhood Division Prekindergarten Tuition page has recently been updated to begin accepting and approving Pre-k tuition proposal letters from LEAs for school year 2020-2021.
Districts that are interested in offering tuition-supported half and full-day prekindergarten classes to 3- and 4-year old children who are ineligible for district-financed prekindergarten classes may begin submitting proposed tuition letters for the commissioner’s approval to earlychildhoodeducation@tea.texas.gov.
The sample proposed tuition rate letter and the 2020-2021 tuition rate chart can be found on the EC Prekindergarten Tuition page.

Kindergarten TEC, §28.006(b) requires the commissioner to adopt a multidimensional assessment tool that includes a reading instrument and tests at least three developmental skills, including literacy, for use in diagnosing the reading development and comprehension of kindergarten students. The commissioner has adopted TX-KEA (CLI).
TEC, §28.006(b-1) permits the commissioner to approve an alternative reading instrument for use in diagnosing the reading development and comprehension of kindergarten students. The commissioner has approved mCLASS Texas Edition (Amplify) as the alternative reading instrument.
Information regarding training opportunities for these instruments will be made available soon.
LEAs are required to use one of these two reading diagnostic instruments for the beginning-of-year screener, starting in the 2020-2021 school year.
However, because of disruptions to the 2019-2020 school year and possible disruptions to the 2020-2021 school year resulting from COVID-19, districts may request a waiver in order to continue to use the instrument they used in the 2019-2020 school year or another instrument approved by a local district board of trustees in order to best meet student needs in the 2020-2021 school year only.
A waiver of the requirement to use one of the two specified instruments will only be approved for one year and will not be waived in the 2021-2022 school year and beyond.

The agency has partnered with these PBS affiliates to promote this effort.
