Alejandra Carrillo is a bilingual certified Speech Language Pathologist with 11 years of experience. She currently holds the position of Assistive Technology Specialist for the Ysleta Independent School District. Her specialty areas include Augmentative and Alternative Communication, Autism Spectrum Disorders, and bilingualism.
Artist and Self-Advocate
Angel was born on September 26, 2004. He was diagnosed with Autism at 3 years of age. He spoke at 2 years of age and 6 months later he stopped talking. He used to hit his head, he would look at the walls for hours, and walk in circles making sounds. He started drawing at age 8 as he mixed superhero images to create new characters. He graduated from Horizon High School in 2023. He is currently working at McDonalds and living with his loving parents. He continues to have a great passion for creating Lego figurines and drawings that he now sells at the Placita Madrid Art Market, where he is a VIP artist.
Transition Specialist for Canutillo ISD
Brenda Matamoros, as a passionate Special Educator/ Transition Behavior Intervention Specialist, I have been in Special Education for 23 years. I have a Bachelor's and Masters degrees in Special Education from The University of Texas at El Paso. I bring a wealth of knowledge and a robust pedagogical toolkit to CISD and the Canutillo surrounding community. I am an avid advocate for all students in special education. Throughout my educational career at CISD, I have brought two transition programs to our district. Project Search which is an international transition program and the Employment Development Service Program (EDS) with Goodwill Industries of El Paso, which is a local transition program. Collaborating with these amazing program partners has brought the students in special education a wealth of job skills and job opportunities. We continue to build our programs and have been able to share our initiatives with other surrounding school districts. We will support and collaborate with the initiation of their transition programs.
Monica Munoz-Noyles
Monica Munoz-Noyles is currently the Director of Mission Services at Goodwill Industries of El Paso. She has been in this role since 2016, she first started her career with Goodwill Industries of El Paso as a Job Coach in 2013. From 2013 to current, she is certified as a Community Rehabilitation Provider Director. Monica Noyles graduated in 2012 from University of Texas at El Paso with a degree in Education with a focus on Interdisciplinary Studies. Her main goal is to assist and provide students the opportunity to train, maintain, and gain skills to become independent.
Daniely Gutierrez has a Master’s in Education, with emphasis in Guidance and Counseling. She currently holds a license as an LCDC (License Chemical Dependency Counselor) and an LPC-A (License Professional Counselor -A). Daniely currently works with Education Service Center - Region 19 in the Special Education Department Managing the project for School Family Community.

It is no surprise that I have loved the 37 years that I have worked in public education. El Paso High Teachers with more than 35 years of combined experience and strategies will demonstrate inclusion practices. These General and Special Education Teachers have worked in providing Co-teaching services throughout their educational careers.
This is my 4th year teaching. Prior to this, I was working on my Ph.D. in Ecology and Evolutionary Biology. I worked in several labs and was the lab manager at in evolutionary biology lab at UTEP. I was also able to recruit many undergraduate students and have them work with me through their own research that they would present at UTEP’s COURI conference.
I began my career in education in 2003, working as a substitute teacher for four years in the Ysleta Independent School District (YISD). During this period, I gained valuable experience working with students from diverse backgrounds and developed a passion for fostering academic growth. In 2007, I transitioned into the role of a paraprofessional at Ysleta High School, where I spent the next six years supporting both teachers and students in a range of instructional settings. This position allowed me to further refine my skills in classroom management, student engagement, and curriculum support.
I began teaching at El Paso High School in 2006 as a long-term ESL teacher while I went back to school to get a Masters in English. I signed my contract with EPISD in 2007 and continued teaching ESL until I began teaching Pre-AP in 2010. I took a job as Literacy Coach in 2013, where I learned how to teach teachers (a very hard job:) and strategies that had an intrinsic impact on my pedagogy. I decided that I really wanted to be back in the class and that is when I started teaching LEP and inclusion students. I am so thankful every day that I get to teach students who are so willing to learn and so eager to demonstrate their new knowledge and skills.

As a graduate of Clint High School Class of 2010, I have aspired to return to the campus where my passion for educating special needs students began. As a peer tutor working with special needs students throughout high school, I found myself wanting to return to the classroom as a Special Education Teacher. I graduated from The University of Arizona Global Campus in 2020 with a Bachelor’s degree in Cognitive Studies and a minor in Child Development. I have been teaching at Clint High School as the DSC teacher for 4 years and now as the Bridge to Success Center teacher. I believe in fostering a positive and safe environment for each of my learners where we never stop learning and growing.

I am Henry Rodriguez and I have been a Special Education teacher at Clint High School since 2003. With over 20 years of experience in Special Education, I blend my educational expertise with a love for sports. I believe in teamwork, resilience, and the power of mentorship. I Graduated from UTEP with a BBA in Computer Information Systems in 2000, I pivoted my passion into education through Alternative Certification from Region 19 and I earned my M.Ed in Curriculum and Instruction in 2010, blending innovation with inclusivity. I received my Master Teacher designation from TEA in 2023.
For over a decade, I've proudly mentored students in the peer tutor program, empowering them to become leaders and advocates for their peers. Alongside my teaching, I’ve coached football for 11 years and am entering my 11th year as a baseball coach, where teamwork and resilience are at the heart of everything I do. Together, we celebrate every step of the journey!

Erica is a seasoned education professional with 17 years of experience, including 14 years specializing in special education across elementary, middle, and high school levels in both ISD and Charter school settings. She has successfully overseen Special Education, 504, Dyslexia, GT, and ESL programs in the El Paso, Lubbock, and Odessa regions, demonstrating her ability to manage and improve diverse educational programs. Currently serving as a Special Education Liaison at Region 19, Erica is dedicated to driving systems change at the leadership level, ensuring that districts and campuses achieve sustainable success in supporting all students.
Certified Orientation and Mobility Specialist and Teacher for the Visually Impaired
Jessica is a dedicated Orientation and Mobility (O&M) Specialist with 6 years of extensive experience in both urban and rural settings. Proven track record in providing effective mobility training and support to individuals with visual impairments, ensuring they achieve greater independence and confidence. Also, a seasoned Special Education Teacher with 5 years of experience, complemented by an additional 5 years of experience in general education. Known for a commitment to student development and community involvement.
Judith Solis, an El Paso native, is an Instructional Specialist at Ysleta ISD with a background in teaching, mentoring, gifted and talented program, and special education. Starting her career in Socorro ISD as a Self-Contained Academic teacher, Judith has since held roles as a resource and inclusion teacher, RtI campus lead, and gifted and Talented specialist. She also has experience in the business sector. Judith holds a master’s in STEM Leadership and is a certified national STEM educator, Non-Violent Crisis Intervention trainer, and Boystown Certified Parent trainer.
Paola Vasquez, Ph.D.
Dr. Paola Vasquez is a strategic integration liaison at ESC Region 19. As an advocate and promoter of equity, Dr. Vasquez works with teachers and families to provide inclusive opportunities for students with disabilities. Her passion is to create more responsive and engaging schooling experiences for all learners. She is a former K-12 special educator who has served as a classroom teacher, co-teacher, self-contained teacher, inclusion facilitator, administrator, and professional development consultant in academics. Dr. Vasquez has also been a guest speaker on several podcasts to advocate for both inclusion and disability studies. Most recently, Dr. Vasquez’s work has centered on helping teachers and administrators educate all students in their schools and classrooms on fostering inclusive settings. In addition to inclusive education, her professional interests include Universal Design for Learning, MTSS, co-teaching, growth mindset, gifted and talented, and educating students with complex support needs.
Leah Wood brings over 33 years of service in special education with a passion for fostering successful post-secondary transitions. Having made a profound impact as a classroom teacher, transition coordinator, and consultant, her forward-thinking approach has positioned her as a thought leader in the field of transition.
Council member for Texas Council of Developmental Disabilities (TCDD) and parent
Lisa Marenco is an advocate for her children, Melina 17, and Donovan 14. In the past decade, she has been volunteering for Region 19, Autism Hope, CDIC, and the Ysleta district among others. Being a volunteer has helped her raise her two children both on the spectrum. By being a special needs parent, all her volunteering opened a new door. Ms. Marenco was recently appointed to serve all nonprofit communities in our state. She is now a Council Member of TCDD (Texas Council of Developmental Disabilities).
Parent Educator
Lourdes has a degree in Computer Systems Engineering which she pursued for several years until the arrival of her third daughter, which caused a 180-degree turn in her family and professional life.
She is the Parent Educator for Children’s Disabilities Information Coalition and the Genetic Navigator for Texas under Mountain States Regional Genetics Network. Her journey to finding a diagnosis for her youngest daughter made her realize how difficult the search can be and has inspired her to help other families in the arduous process of raising a child with a disability, motivating them to be effective advocates to provide a better future for their children. She likes to spend time with her family cooking and traveling.
Raquel Puertas-Ramos has been in the field of Special Education for the past 22 years. She has served as a Special Education teacher in a local district and has had her business as a Employment Provider and Educator through the Texas Workforce and has partnered up with Region19. UTEP, EPCC, and the El Paso Community Foundation with different projects. She looks forward to helping our community be inclusive friendly.
I have over 30 years experience in special education. I have worked as a special education teacher, special education instructional coach, educational diagnostician, certified orientation and mobility specialist, and program manager/consultant for the visual impaired, deaf and hard of hearing, and deafblind.
Rocio graduated from UTEP in 2006 with a BA in Psychology and a minor in Women’s Studies, she obtained a Master of Arts in Mental Health Counseling from Webster University in 2016. Rocio has worked at Emergence Health Network since 2008 and been in a variety of roles ranging from Caseworker to Director of Crisis & Emergency Services, and most recently as a Professional Development Consultant in partnership with the ESC Region 19 where her role is to increase awareness and understanding of mental health and co-occurring substance use disorders and the impact of trauma in the school communities in the area through the use of evidence-based practices. Rocio is a Licensed Professional Counselor, she is a certified instructor for Mental Health First Aid, Psychological First Aid for Schools, and the American Foundation for Suicide Prevention curriculums, among others.

Ms. Gonzales has been a special education teacher for about 12 years. She started as an inclusion teacher, then moved to a self-contained unit, and when the SSC-Inclusion position opened, I knew that was where I wanted to be. Ms. Gonzales was familiar with the unit and knew that it was where she belonged. Currently,she is the Special Education Department Chair, working with over 20 people.

Clarissa graduated from the University of Texas at El Paso in 2013 with a Master of Science in Speech-Language Pathology. Clarissa has worked with the pediatric population in a variety of settings, including home health and schools, and currently works as the Director of Rehab for Valeo Rehab, an outpatient pediatric clinic. She enjoys reading, crafting, and spending time with her family.
Melissa was born and raised in El Paso, Texas and graduated with a Master of Science in Speech-Language Pathology from the University of Texas at El Paso in 2013. Since graduation, Melissa has had jobs in the medical setting working with adult and geriatric populations, the school setting, and is currently practicing as a pediatric speech-language pathologist in an outpatient pediatric clinic. Melissa has acquired certifications and training in elastic therapeutic taping using Kinesio-Tape Method, VitalStim Neuromuscular Electrical Stimulation, Neuro-Developmental Training, SOS Approach to Feeding, and in Aquatic Therapy via Aquatic Therapy University. Melissa’s professional interests include working with the medically complex population to improve functional communication, the treatment of feeding and swallowing disorders in pediatric populations, and the importance of sensory integration for feeding difficulties. Melissa is honored to serve the El Paso community as a Speech-Language Pathologist. In her free time she enjoys spending time with her husband and two children and reading.

My true passion is ensuring that students within special education are not only included but truly engaged in their learning. I have been in education for 10 years. My master's degree is in Rehabilitation Counseling. With this degree, I am able to work for the state and help people with disabilities get a job or go to school so they may obtain employment. I felt something was missing and I wanted to make a bigger impact, so I became a special education teacher. Still, something was missing and a position opened up as a facilitator I took the chance to work closely with teachers and administrators helping them to ensure our students' success.
