REVIEW OF APPLICATIONS

Substitute applicants who have a valid California Teaching Credential registered with the Credential Office, Orange County Department of Education should submit a copy of their credential to complete their application information. 

El Rancho will accept 30-day emergency permits if there is a need for substitute teachers due to not enough credentialed teachers applying for substitute positions.  

If you have already applied for a 30-day emergency permit, a copy of that permit must be submitted with your application packet.  If you do not have your permit and wish to apply for one, you may do this by contacting the Los Angeles County Department of Education (https://www.lacoe.edu/Contact-Us).  To apply for your permit, you must have a BS or BA and complete the passage of the CBEST or Basic Skills Options 1-7 as stated above.

Applications will only be reviewed if we are actively hiring substitutes and if all of the supplemental paperwork is received.  After you complete your online application, you will receive a confirmation email.  When we begin to hire substitutes a review of the submitted information will be made and if you are being considered for the substitute list, you will be notified by e-mail to attend an orientation. 

Senate Bill 1397

Senate Bill 1397 waives the Basic Skills Requirement for the initial issuance of an Emergency 30-day Substitute Teaching Permit from January 1, 2023, through July 1, 2024.  The Emergency 30-day Substitute Teaching permit authorizes the holder to serve as a substitute teacher for up to thirty days for any one teacher or class during a school year, or up to twenty days when subbing for any one teacher or class in a special education setting.

The California Education Code and Title 5 Regulations specify, in most cases, that applicants for a credential, certificate, or permit to serve in the public schools of California must verify basic skills proficiency before the credential, certificate, or permit will be issued. The Emergency 30Day Substitute Teaching Permit is one document that requires the Basic Skills Requirement to be met prior to issuance. With the passage of SB 1397, this requirement is temporarily waived from January 1, 2023, to July 1, 2024. After that date, basic skills proficiency will once again be required for the initial issuance of the Emergency 30-Day Substitute Teaching Permit. 

Individuals who receive an Emergency 30-Day Substitute Permit under the provisions of SB 1397 will not need to satisfy the Basic Skills Requirement after the flexibility ends on July 1, 2024, to renew the permit. Basic skills will remain waived for that document. This means that even after July 1, 2024, the educator will be able to renew the Emergency 30-Day Substitute Teaching Permit without basic skills if that document was initially issued under this flexibility.

This flexibility only applies to the Emergency 30-Day Substitute Teaching Permit. Other substitute permits—the Prospective Substitute Permit and the Career Substitute Permit—still require basic skills proficiency for issuance. Moreover, an individual who is granted an Emergency 30-Day Substitute Permit under this flexibility will still need to satisfy the Basic Skills Requirement if they wish to for another type of credential, certificate, or permit that requires it.  

Documents issued with this flexibility will receive a unique renewal code stating the following:  This Emergency 30-Day Substitute Permit was issued under SB 1397 (2022) and did not require the holder to meet the Basic Skills Requirement. This permit may be renewed without meeting the Basic Skills Requirement. The waiver of this requirement in the bill does not extend to any other document issued by the Commission on Teacher Credentialing.  Only applications received where the issuance date is between January 1, 2023 and July 1, 2024 (inclusive) shall be eligible for issuance without meeting the Basic Skills Requirement. Applications received after January 1, 2023 where the requested issuance date is prior to January 1, 2023 must still meet basic skills. 

BASIC SKILLS REQUIREMENT OPTIONS (for applicants who do not meet waiver requirements listed above):


Individuals may satisfy the basic skills requirement by 1 of the following methods:


1) Pass the CBEST

Individuals can choose to take and need to pass The California Basic Educational Skills Test (CBEST). See CBEST website for more details: (http://www.ctcexams.nesinc.com/TestView.aspx?f=HTML_FRAG/CA_CBEST_TestPage.html)  


2) Pass the CSET: Multiple Subjects Plus Writing Skills Examination

Individuals can choose to take and need to pass The California Subject Examinations for Teachers (CSET).  

Passage of the CSET: Writing Skills examination (test #142) can be added to passage of the CSET: 

Multiple Subjects Examination (subtests #101, 214, & 103) to meet the basic skills requirement.

3) Pass the CSU Early Assessment Program or the CSU Placement Examinations

Individual can choose to submit their passing scores on the California State University (CSU) Early Assessment Program (EAP) (English and Mathematics sections) or the CSU Placement Examinations (English Placement Test [EPT] and Entry Level Mathematics [ELM]) which are sufficient to meet the basic skills requirement.


4) Achieve Qualifying Score on the SAT or ACT

Individuals can choose to submit their SAT score of 500 or higher on the Critical Reading (previously Verbal) section of the SAT exam combined with a score of 550 or higher on the SAT Mathematics exam which are determined to have met the basic skills requirement. Individuals can choose to submit their ACT score of 22 or higher on the ACT English exam combined with a score of 23 or higher on the ACT Mathematics exam which are determined to have met the basic skills requirement.  


5) College Board Advanced Placement (AP) Examinations

Individuals can choose to submit their score of 3 or higher on the College Board AP English exam and AP Calculus or AP Statistics exam may also use these exam scores to meet the basic skills requirement. Check: https://apstudents.collegeboard.org/ 


6) Pass a Basic Skills Examination from Another State

The Commission will accept basic skills examinations from other states. 


7) Meet the Basic Skills Requirement by Coursework

Individuals may meet the requirement by providing official transcripts to a Commission-approved preparation program or submitted with their application packet to the Commission. Qualifying coursework includes the following: For reading proficiency: a course in critical thinking, literature, philosophy, reading, rhetoric, or textual analysis; For writing proficiency: a course in composition, English, rhetoric, written communication, or writing; For mathematics proficiency: a course in algebra, geometry, mathematics, quantitative reasoning, or statistics.


8) Meet the Basic Skills Requirement by Coursework and Exam

The Basic Skills Requirement can be met through a combination of applicable courses and qualifying exams. Both Commission-approved programs and the Commission can determine basic skills proficiency through this combination option. The qualifying coursework must meet the requirements as described above in item number 7. 

REQUIREMENTS & CREDENTIALS

Once you have been accepted as a substitute teacher you must attend an orientation session before you begin to substitute for El Rancho.  Prior to your orientation, you will be given additional hiring paperwork to complete.  At your orientation you will be required to submit the following information:

Drivers’ License

Social Security Card

Clearinghouse Fingerprints

Tuberculin test (TB) – Negative – Test must have been taken within the last 60 DAYS

Certificate of Medical Examination (if applicable) or Certificate of Medical Exemption (Paperwork supplied by District Office)

A Medical certificate, in the form prescribed by the State Board of Education, showing that a person employed for the first time in a California School District or County Superintendent of Schools Office in a position requiring certification qualifications, is free from any disabling disease unfitting the applicant to instruct or associate with children is required.

Substitute personnel files, orientation and possible required training must be completed and verified prior to the first assignment.

Substitutes shall be retained year-to-year based upon the quality of their performance.  If your services are to be retained, you will receive a letter of reassurance and a substitute profile sheet in May of each school year.  This form must be returned by a specified date to remain on the substitute list.
