Can Perkins funds pay for employers to have a background check completed who have unsupervised contact with a student participating in WBL?
No.
A presumption would arise that supplanting has occurred if an eligible recipient used Perkins funds to provide services that an eligible recipient
(1) was required to make available under other Federal, State or local laws;
(2) has provided with non-Federal funds in the prior year; or
(3) has provided with non-Federal funds for non-career and technical education students but charged to Perkins funds for career and technical education students.
