Time and effort must be documented appropriately for any employee compensation that is paid, in full or in part, with federal funds. The subgrantee generally will either have a policy or procedure that all substitute pay is paid from state and/or local, not federal or state grant, funds or the substitute pay follows the same pay as the staff members for whom the substitute is working. If the substitute pay follows the employees funding distribution, the LEA’s after-the-fact documentation must identify the teacher or staff for whom the substitute is working. Either a statement signed by the substitute or other system documentation would be sufficient. It must also be very clear that payment to the community college instructors was payment to “outside consultants” (in other words, not part of their regular contract duties). Before agreeing to payments, it is advisable to check into whether a community college should be providing assistance on CTE dual enrollment courses as part of their regular program of work.
