District-by-district customized digital, distance and remote learning plans, utilizing proven NTI strategies, should help establish the priority to determine how best to invest the variety of local, state, and federal funds available to support learning (e.g. education technology infrastructures and supports). Determining levels of Internet access at home will enable districts to better plan for how students will interact with learning activities. In addition to providing a dedicated device for students, districts can then use several options to improve last mile Internet access for students. Gaining secure and efficient access to all of the great content is the launch point to learning. 84% - 91% of students have Internet access at home as reported by districts October of 2020* (this includes wired, wi-fi & cellular). It is VITAL to have a digital NTI strategy that includes a collaborative effort to 'name and claim' students without access away from school campus.

Teachers - know ("name and claim") the learners who do and do not have good internet access at home. Plan for the sliding expectations recognizing different levels of access.
Students - Be prepared and develop your plan. Make sure your device is ready every day, choose your best learning spot and test your Internet access early - every day.
Parents/ Families - Learn about your options. Ask for help. Know that your learner should have many supports from school and a device that is fully connected to school for learning.
