Rationale: Students are poor in language. Local dialects are in full use in their daily dealings. This practice has hampered both teaching and learning. Though students understands the concept of the topic taught, when asked to put them in writing or to explain in verbal, they cannot articulate and this has hindered the academic performance of the students. To widen the sphere of learning and ultimately uplift the academic standard of the school, the teachers and students unanimously agreed to observe Dzongkha and English as the campus language.
With effect from 16th September 2013, students will speak only in English and Dzongkha- English for a week and then Dzongkha in the following week.(a cyclic process) with leniency from both rule enforcers and the rule followers.
To ensure that everybody speaks the specified campus language, eleven note books to be used as ‘Language Book’ were issued to captains where language defaulters’ names are to be written. The captains were further briefed on how to use the book and hoe to tackle repeated language defaulters. These captains will be carrying language book all the time (within school campus) and list down the names of defaulters. The repeated defaulters will be marked through tally marks and these will correspond to the duration of work the defaulters will have to undergo. At the end of the day, these language ‘watchdogs’ need to show the book to ToD who will put his/her signature to authenticate the task.
Every Saturday, the defaulters’ name list needs to be submitted to ToD(s) who will read aloud in the assembly and brief on the punishments to be carried out – minor maintenance and campus beautification/improvement works to be assigned under strict supervision with no adverse effect to the existing infrastructure or any other school belongings.
So, let us be cautious for the sake of our own improvement and if looking forward to work with tools like spade, crowbar, shovel, etc. be reckless and improve the campus!

D. Examination Rules.
1. Do’s
1.1. Each student must carry their own pen,pencils, crayon, eraser, ruler, geometry box etc…
1.2. Each student should have their own Empty File (if necessary)
1.3. Make sure they do not have any papers in their pocket and rub off their hands if they have anything written on them.
1.4. Sit on their allotted seat.
1.5. Read the question very carefully and silently.
1.6. If they have any doubts or problems clarify with invigilator/Teacher on duty in their examination hall before the writing time, however no explanation of question will be made. They can get clarification for the questions which are not visible.
1.7. They should count question papers and extra answer sheets.
1.8. They will be provided an answer booklet. They should not write their nameanywhere however they will have to write the index number provided to them by exam committee.
1.9. If they have used extra answer sheet they should make sure it is tied properly to the main answer sheet before handing it to the invigilator.
1.10. They should count question papers and extra answer sheets.
1.11. When they have finished, they should keep their paper upside down on their desk and sit quietly
1.12. Be reminded of the time when each bell rings
1.13. In case of severe need to visit toilet, reliever teacher shall escort.
2. Dont’s
2.1. No one is allowed to carry text books, magazines, newspapers or any printed materials in the examination hall.
2.2. No one is allowed to borrow things from others in the examination hall.
2.3. No one is allowed to lend things to other in the exam hall.
2.4. No one is allowed to move unnecessarily, look around or talk in the hall.
2.5. No one is allowed to visit toilet during the examination hours/time
2.6. No one is allowed to help others or seek/get help from other in the examination hall.
2.7. No one is allowed to leave the examination hall before one and half hours of the examination writing time.
2.8. In case of severe need to visit toilet, reliever teacher shall escort.
E. RULES FOR INVIGILATORS
1. Do’s
1.1. The invigilator must reach the examination control room to collect question papers and other materials in time.
1.2. The invigilator must reach the examination room before time and investigate the room.
1.3. Check that no examinee has any materials that could be used unfairly to assist in answering the question
1.4. Ensure that all the examinees have requiredmaterials for writing the examination papers.
1.5. Make sure that all required materials are already in the hall before Examinee enters the hall.
1.6. Make sure that all the answer scripts are sealed.
1.7. Put their initial and date of the Examination on all the answer scripts in the hall itself during examination .This will avoid duplication by students.
1.8. Remind students about the timing as and when bell rings.
1.9. Make sure Examination in their hall goes on smoothly and fairly.
1.10. Report absentees to the concerned class teacher, subject Teacher and Examination committee
1.11. Make sure the Examination hall is clean and all the windows closed properly, before leaving the hall.
2. Don’ts
2.1. Do not move in and out of the hall.
2.2. Do not talk to examinee while they are writing.
2.3. Do not explain question to the examinees. This is same as telling the answer indirectly.
2.4. Do not take any reading materials/mobile phone in the exam hall; this will distract their attention from the examinees.
2.5. Do sit in one place where they can see all the examinees.
2.6. Do not do other works except standing/sitting firmly with total gaze at students to avoid misconduct.
2.7. No teacher will enter the hall, other than the invigilator, subject teacher and exam committee.
2.8. REMEMBER helping examinee in answering question and conducting examination unfairly is against our code of conduct and it is considered a serious offence,
F. Invigilation Duty
1. The invigilation duty for class PP-III examination will be done by the subject teachers teaching in those classes. (1 teacher per section)
2. Invigilation duty for the higher classes will be done by all teachers equally as far as possible.
3. The invigilation duty of classes PP-III will be counted as half as that of classes IV-VIII.
4. The Chair Person/Exam Secretary/Exam coordinator will be free of the Invigilation duty. However, they can be used in emergency need except for the Chair Person and Exam Coordinator.
5. During the examination duty, the invigilator may be relieved by the reliever for the period of not more than 5 minutes if needed.
G. Reliever Duty
1. During examination, the subject teachers whose papers are being conducted shall be the reliever.
2. The reliever should make a round in every 15 minutes and see the needs of the invigilators for conducting examination smoothly.
3. The reliever will relieve the invigilator for the period of not more than 5 minutes.
H. Evaluation Duty
1. The evaluation of Block Test papers should be done by the individual subject teachers.
2. The evaluation of the exam papers should be done in subject department; however, the exam coordinator may change the evaluation group according to the need/situation.
I. Pre Examination
1. The student must meet 90% term attendance till 3 days prior to exam to examination to sit for the examination.
2. The student failing to meet 90%attendence should submit a written statement to the administration.
3. Student failing to meet 85% attendance will not be allowed to sit for the examination.
4. Student on medical leave and not meeting 90% may be considered depending upon the case.
5. Students on medical treatment who need before time or later to sit for exam should be consulted in committee meeting before two days of start of examination.
6. The final decision should be discussed in the committee meeting.
REMARK: The policy may be revised as per the need(s) found by the committee.

Exam Secretary Principal
1.1 The policy shall be known as the School Staff Welfare Scheme (SSWS) and it is extended within the staff of Sengdhyen LSS.
1.2 Staff shall comprise of all the people working in the school that is teachers and support staff.
1.3 The welfare scheme shall have a committee and it shall comprises of the following;
I. Chairman
II. Treasurer
III. Co-coordinator
2.1 Every member of the staff after joining the school shall automatically be a member of the scheme.
3.1 Committee
a. The Management committee shall exercise all the powers of the SSWS including the following responsibilities.
b. Maintain updated records of SSWS members.
c. Maintain accurate and true account of the money received or collected and the expenditure incurred.
d. Clarify or announce the receipts and disbursements and balance on an annual basis in a staff meeting.
e. Approve budget for the day to day management of the SSWS and special requirements to facilitate the management.
3.2 Chairman
3.2.1 The Chairman of SSWS shall be the Principal of the school and his roles and responsibilities are as follows;
a) The chairman shall be the supreme authority in all matters relating to the affairs and management of the SSWS.
b) The chairman shall consider and approve the annual reports and statement of accounts.
c) Oversee the expulsion of members and consider their appeals.
d) Appoint a member to officiate during the coordinators absence.
e) Conduct any other business relevant to the SSWS.
3.3 coordinator and Treasurer and his roles
3.3.1 The appointed staff secretary will be the coordinator and treasurer and his roles are;
a) Conduct the current business of the SSWS.
b) Ensure that all the benefits are provided to the member in accordance with the decision taken during the staff meeting.
c) Maintain updated records of members.
d) Maintain updated records of SSWS accounts.
e) Sign on behalf of the SSWS, operate the transaction.
f) Perform any other duties as may be entrusted by the chairman.
g) Be responsible for all the accounts related to SSWs.
h) Ensure that SSWS benefits are made in time and according to the policy.
i) Collect and maintain records of member’s contribution.
j) Inform the SSWS chairman on all the matter of transaction or disbursement.
k) Make transparent of the account every month to the staff.
4.1. All the staff shall contribute the amount in the following manner to the Staff Secretary.
i. Salary 10,000 & above (200X12= 2400)
ii. Salary 10,000 & below (100X12= 1200)
4.2. Contribution can be made in any manner the individual deems however for the convenience of the Staff Secretary it would be better if one would make twice a year.
4.3. Apart from that any form of spill over collection from any source or event will be contributed towards SWSS as per the directive of the Chairman.
5.1 The fund will be utilized in the specific purposes decided by the SSWS committee and the staff in a staff meeting.
5.2 SSWS management committee shall take care of the welfare of the staff pertaining to the following in according to the policy of the scheme.
I. Organize farewell
II. Well wishing to the sick and hospitalized
III. Good luck and wishing the new born
IV. Miscellaneous
5.3 Welcoming and Farewell
5.3.1 A new staff would be welcomed through a small gathering that would be arranged from the school and will be organized by Staff Secretary and the expenses would be met from the SSWS.
5.3.2 Arrangement of the farewell including a token for remembrance shall be made with varying amount of money in accordance with the number of years served.
1. 0 - 1 year Nu. 500/-
2. Nu. 500 increases yearly
3. The stated amount will not be given in cash but it is a ceiling to meet the expenses.
5.4 Hospitalized case
1. The member is considered to be hospitalized if he/she stayed in the hospital for 24 hours or more.
2. Only the staff of the school or the member of the scheme is entitled for this benefit.
3. The ceiling amount kept is Nu. 2000.
4. It may be used in cash and kind.
5.5 New born wishing
1. It is the happiest occasion in the initial stage of a family life. As such first child of the staff of the school will be visited.
2. The baby must be born to the member of this scheme or in other word the baby so born is a direct child of the member of this scheme and also if staff is invited for the same by the others (not a member of this scheme)
3. The ceiling amount for the arrangement of the wishing visit is Nu. 100/- per head.
5.6 Miscellaneous gathering
5.6.1 All the other miscellaneous gathering’s expenses would also be met from the SSWS and it would be organized by the Staff Secretary.
6.1 Differences and disputes concern the interpretation of the policy and the entire business of the SSWS shall be referred to the chairman, whose decision shall be final and binding.
6.2 The fund cannot be used for any other purpose than the decided ones. No loan is entertained nor drawn out for picnic or school purpose…
6.3 This fund cannot be used for temporary staff.
6.4 This scheme does not extend to Semso for demise. For demise staff will contribute differently in different manner as per the following;
6.4.1 Staffs
I. In case of misfortune among staff the colleagues would be contributing Nu. 500/- from every staff.
II. For the misfortune of the parents, spouse and children of the staff, the collection of the amount from every staff will be Nu. 200/-
III. All the staff headed by the Principal or a few representatives will pay the condolence to the bereaved family/staff.
IV. Staff Secretary will organize such program for the staff.
6.4.2 Students
I. In case of direct misfortune to the students the staff secretary would collect Nu.150/- from every individual (staff).
II. A group of representatives will go and pay condolence to the bereaved family.
III. Class teachers will be the responsible person to coordinate such activity when such unforeseen calamities strike the students.
6.5 The contribution from the students in both the case would be purely voluntarily without impulsion.
