The Pantawid Pamilyang Pilipino Program (4Ps) was launched in 2008 in pilot areas of Quezon, including Buenavista, San Andres, San Francisco, and San Narciso. These areas were chosen based on the National Household Targeting System, which identified them as among the towns with the highest number of poorest of the poor households. On April 17, 2019, the Republic Act No. 11310 or An Act Institutionalizing the Pantawid Pamilyang Pilipino Program was signed by President Rodrigo Roa Durterte making Pantawid Pamilya the national poverty reduction strategy of the government, it functions as the national strategy for poverty reduction and human capital development. The program offers conditional cash transfers to low-income households for up to seven years, aiming to improve health, nutrition, and education.
The program's objectives include: improving the health and nutrition of young children and mothers through preventive care; increasing school enrollment and attendance across various educational levels; reducing child labor; boosting food expenditure among poor households; encouraging parental investment in children's health, nutrition, and education; and strengthening parenting skills and community involvement of beneficiaries.
Eligibility criteria for beneficiaries include households classified as poor or near-poor based on the Standardized Targeting System and poverty thresholds from the Philippine Statistics Authority (PSA). Households must have members aged 0-18 years or pregnant at registration and must agree to comply with program conditions.
Conditions for participation include: school enrollment for children aged 3-18; 85% attendance for children in daycare, preschool, elementary, and high school; biannual deworming for elementary and high school students; full immunization and regular weight monitoring for children aged 0-5; prenatal and postnatal health check-ups for pregnant women; professional attendance during childbirth; and mandatory attendance at Family Development Sessions for parents.
Benefits are distributed as follows: a Health Grant of ₱750.00 per month per household; an Education Grant of ₱300.00 per elementary child, ₱500.00 per junior high school child, and ₱700.00 per senior high school child, with a cap of three children per household, for 10 months per school year; and a Rice Subsidy of ₱600.00 per month for compliant households. Grants are calculated based on adherence to conditions and are issued every two months.

5 - 18 Years old
Attend elementary or secondary school classes with at least 85% attendance
