GAD Mainstreaming Framework
In compliance with the Republic Act 9710 or the Magna Carta of Women (2009), and in alignment with Administrative Order No. 5 series of 2012 (as amended through AO 15 series of 2018), 4Ps employs gender mainstreaming as a process and strategy to achieve the twin goals of women empowerment and gender equality. To concretize, 4Ps will utilize GAD as a development approach and a practice perspective in its core processes, operational procedures, mechanisms, structures, people, and policies.
As a development approach, 4Ps shall ensure that GAD will be integrated into the cycle of program development, implementation, monitoring, and evaluation. As a practice perspective, it will seek out solutions to reduce if not ultimately eliminate the impediments to one’s capacity to fully participate, access, and benefit from the Program.
What is Gender Mainstreaming?
Gender Mainstreaming or Gender and Development (GAD) mainstreaming is the major global strategy for ensuring that the government pursues gender equality in all aspects of the development process to achieve the vision of a gender-responsive society where women and men equally contribute to and benefit from development. What is Gender and Development?
Gender and Development is a development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potentials. (Philippine Commission on Women, 2021).
Pursuant to Proclamation No. 1172, series of 2006, the Philippines was declared to observe the 18-Day Campaign to End Violence Against Women from November 25 to December 12. This endeavor is one of the mechanisms employed by the country to address Violence Against Women and gear toward a VAW-free society. With the 2022-2024 recurring campaign theme, “UniTEd for a VAW-free Philippines” and 2024 sub-theme, “VAW Bigyang Wakas, Ngayon na ang Oras!”, the PCW highlights the urgency of the advocacy in line with the commemoration of the 20th anniversary of the signing of the Anti-VAWC Act of 2004 (RA 9262).
