On December 22, 2023, EJC MOTORCYCLE PARTS AND ACCESSORIES SHOP, owned by Edwin Corder, who is also the winning bidder, successfully acquired the awarded unserviceable vehicles along with the Deed of Absolute Sale, Certificates of Registration, and Official Receipts needed for the transfer of ownership
Sealed bids were publicly solicited in accordance with Administrative Order 06, Series of 2017, of DSWD and COA Circular 89-296. In response to the Invitation to Bid, two (2) bidders, namely EJC Motorcycle Parts and Accessories Shop and Jaime M. Juele Jr., submitted their proposals. The RPDAC convened on December 20, 2023, to review and evaluate the sealed bids for the disposal of two unserviceable vehicles (SGS 310 / SKA 379). The bids, including those from both bidders, were opened and assessed based on established criteria, such as bid amount, compliance with specifications, and bidder qualifications. The RPDAC considered the bids and supporting documentation submitted by the 1st bidder, EJC Motorcycle Parts and Accessories Shop, while the 2nd bidder was disqualified due to non-compliance with the absence of a Residence Certificate, as declared by the committee
The Sealed Public Auction was advertised through an Invitation to Bid, posted on the DSWD website and/or at least three (3) conspicuous places within the DSWD premises. Additionally, the information was disseminated to as many government agencies as possible within the locality, allowing for posting in their bulletin boards to inform the general public. All interested bidders were permitted to participate
The Regional Property Disposal and Awards Committee (RPDAC) of DSWD FO XII, through its Secretariat, received unserviceable vehicles with detailed specifications. After an inspection revealed significant maintenance issues and surpassed their estimated useful life, the Technical Working Group rated the vehicles as below their specified utilization. Following COA guidelines, the RPDAC conducted a canvass for the current market price, determining floor prices for a Sealed Public Auction. The RPDAC recommended disposal through auction, adhering to COA Circular No. 89-296, Executive Order No. 888, and GAAM 501. The starting bids, ₱18,306.12 and ₱39,541.78, for the respective vehicles, were advertised on the DSWD website and within premises for public information.
