Overtime
Based on Administrative Order No. 22 series of 2021 Internal Rules and Administrative Procedures on Rendition and Compensation of Extra Services of DSWD Contract of Service (COS) workers, all services rendered by the COS worker shall be proper compensated either monetarily or non-monetarily subject to existing rules and regulation.
Among the conditions stated in the Memorandum of Agreement of COS workers is that the latter may be required to render extra services beyond the regular working hours, in the exigency of service subject to guideline on payment of extra services.
Rendered OT services of 2 hours and above (on working days) and maximum of 12 hours on Saturday,Sunday and Holiday (SSH) can be compensated monetarily through:
Monetary or Overtime Pay
Submit to PAS every 15th of the succeeding month or on the immediately following working dat should the 15th falls on a Saturday, Sunday or Holiday (SSH).
The payment in cash/monetary of OT services may be allowed only in exceptional cases when the application of CTO for all OT hours would adversely affect the operations of the agency.

Compensatory Time / Day Off (CTDO)
Compensatory Time/Day-Off refers to the accrued number of COCs an employee earns as a result of services rendered beyond regular working hours and/or those rendered during SSH. Overtime services may be compensated through CTDO. It may be availed of in blocks of four (4) or eight (8) hours and may be used continuously up to a maximum of five (5) days per single availment.
Submit to PAS on the last day of the third month after the period of rendition or on the immediately following working day should the last day of the 3rd month falls on a Saturday, Sunday or Holiday (SSH).
Apply for CTDO at least five (5) days in advance subject to the approval of an authorized official as recommended by the immediate supervisor.

Per DBM and CSC JC No. 2, s. 2015, provides the rules and regulations on the rendition of OT services, and the corresponding remuneration thereof.
Specifically, Item 3.1 thereof states that the rendition of OT services shall be authorized only when extreme necessary, such as when a particular work cannot be completed within regular work hours and that non-completion of the same will:
cause financial loss to the government or its instrumentalities;
Embarrass the government due to its inability to meet its commitments;
Negate the purposes for which work or activity was conceived.
As a general rule, the remuneration for OT services shall be through CTO, in accordance with the guidelines under CSC-DBM JCs No. 2² s. 2004 and 2-A³ s. 2005.
