Permanent, Contractual. Casual and coterminous employees are entitled to the following leave privileges:
Filing of Leave
All leave applications shall be filed through the Personnel Administration Section (PAS) with further instructions and list of documentary requirements as shown at the back of the CS Form No. 6, Revised 2020 [Annex A]:
Cumulative Leave Privileges
Cumulation of leave credits refers to incremental acquisition of unused leave credits by an official or employee.
Vacation Leave
Refers to leave of absence granted to officials and employees for personal reasons, the approval of which is contingent upon the necessities of the service.
Fifteen (15) days of annual vacation leave with full pay exclusive of Saturdays, Sundays and Holidays.
Sick Leave
Refers to leave of absence granted only on account of sickness or disability on the part of the employee concerned or any member of his immediate family.
Fifteen (15) days of annual leave with full pay exclusive of Saturdays, Sundays and Holidays.
Non-cumulative Leave Privileges
Non-cumulative Leave Privileges may not be carried over to the succeeding years:
Special Leave Privileges - An employee can avail one special privilege leave for three days or a combination of any of the leaves for maximum of three days in a given year for any of the following:
Personal Milestones
Parental Obligations
Filial Obligations
Domestic Emergencies
Personal Transactions
Others
Paternity Leave - Every married male employee is entitled to paternity leave of seven (7) working days for the first four (4) deliveries of his legitimate spouse with whom he is cohabiting.
Parental Leave - seven days of leave privileges for solo parent employees
Allocation of seven (7) days maternity leave to the child’s father whether or not the same is married to the female worker.
Maternity Leave
In case of live childbirth, one hundred five (105) calendar days of maternity leave are granted for women with full pay. The female worker has the option to extend her maternity leave for an additional thirty (30) days without pay, or use her earned sick leave credits for extended leave with pay, provided that a written notice is submitted at least forty-five (45) days before the end of maternity leave. The period of extended maternity leave without pay shall not be considered a gap in the service.
Sixty (60) calendar days of leave for women with full pay for cases of miscarriage or emergency termination of pregnancy.
In case the female employee qualifies as a solo parent under R.A. No. 8872 or the “Solo Parents’ Welfare Act of 2000”, shall be granted an additional maternity leave of fifteen (15) days with full pay.
Study Leave
Study Leave is a time off from work not exceeding six months with pay for the purpose of assisting qualified officials and employees to prepare for their bar/board exams or to complete their masteral degree. This should be accompanied with an approved PDC Contract.
Terminal Leave
Terminal leave refers to money value of the total accumulated leave credits of an employee who voluntarily resigns or is separated from the service based on the highest monthly salary received at any time during his period of employment in the government service and not on his latest salary, unless the latter is the highest received by the retiree.
Payment of Terminal leave benefit shall be based on the highest monthly salary received at any time during his/her period of employment in the government service and not on his latest salary, unless the latter is the highest received by the employee.
Documentary Requirements for TLB claims:
In accordance with Commission on Audit (COA) Circular No. 2012-001, documentary requirements for TLB claims of separated FO officials and employees are as follows:
Duly accomplished application for Terminal Leave
Employee’s leave card as at last date of service duly audited by PAS and COA/Certification of Leave Credits issued by PAS

Service Record
Appointment of the position with the highest salary received by the employee if the last appointment is not the highest.
Notice of Salary Adjustment (NOSA) showing the highest salary received by the employee
Duly accomplished Regional and Central Office Clearance Certificate
Statement of Assets, Liabilities and Net Worth (SALN)
In case of Resignation, Employee’s letter of resignation or in case of non-mandatory retirement, employee’s letter of retirement duly accepted by the Head of the Agency / Authorized Official pursuant to Delegation and Delineation of Authority.

Original copy of Death Certificate of employee (PSA)

Other Leave Privileges
Maximum of 6 months Rehabilitation Leave
Maximum of 60 days Leave under Magna Carta for Women
Maximum of 10 days Leave for women who are victims of violence
2 days per month filial leave for reassigned incumbents of CES positions
5 days Calamity Leave
Excused Absence due to quarantine and/or treatment relative to COVID-19 (supported with the required documents specified in the CSC MC 2, series of 2022)
Excused Absence due to COVID-19 Vaccination and/or Adverse Events Following Immunization (AEFIs) of COVID-19 Vaccine (supported with the required documents specified in the CSC MC 16, series of 2021). For Serious AEFIs, a maximum of 15 calendar days is allowed. For Non-Serious or minor AEFIs, a maximum of 3 calendar days is allowed.
Force / Mandatory Leave
All Officials and employees with 10 days or more vacation leave credits shall be required to go on vacation leave whether continuous or intermittent for a minimum of five (5) working days annually under the following conditions:
The head of agency shall, upon prior consultation with the employees, prepare a staggered schedule of the mandatory five-day vacation leave of officials and employees, provided that he may, in the exigency of the service, cancel any previously scheduled leave.
If not taken during the year, the corresponding number of days shall be deducted from the Officials/employees’ vacation leave credits. However, when the scheduled leave has been canceled in the exigency of the service, the scheduled leave not enjoyed shall no longer be deducted from the vacation leave credits.
In order not to impede the operation in respective offices and due to the voluminous transaction for the month of December, filing of force leave for the month of December is not allowed.
