Benefits
This section applies to all civilian positions with regular, contractual, or casual employment status.
Step Increments
An employee may progress from Step 1 to Step 8 of the salary grade allocation of his/her position in recognition of meritorious
performance based on a Performance Management System approved by the CSC and/or through the length of service, in accordance
with the rules and regulations promulgated jointly by the DBM and the CSC.
Standard Allowances
Personnel Economic Relief Allowance
This allowance shall be paid at the rate of two thousand pesos (P2,000.00) per month, which is the sum of the current five hundred
pesos (P500.00) Personnel Economic Relief Allowance and the one thousand five hundred pesos (P1,500.00) Additional
Compensation, to supplement pay due to rising cost of living. Civilian government personnel occupying regular, contractual, or casual
positions, whether appointive or elective, are covered by this allowance, which shall be paid only when basic pay (salary, wage, or base
pay) is also paid.
Uniform / Clothing Allowance
This allowance is intended to cover the cost of required uniforms/clothing for employees in an amount not exceeding Six Thousand Pesos (Php 6,000) per year. This
covers personnel occupying regular, contractual, or casual positions; appointed or elected; rendering services on a full-time or part-time basis who have rendered
services for at least six (6) months in a fiscal year, including paid leaves ofabsence.
Mid-Year Bonus
The Mid-Year Bonus is equivalent to one (1) month basic salary as of May 15 and shall be granted to entitled personnel not earlier than May 15 of the current year,
subject to the condition.
Year - End Bonus
Year-End Bonus is equivalent to one (1) month basic salary as of October 31 and Cash Gift at prescribed rates shall be given to entitled government personnel not
earlier than November 15 of the current year, subject to the conditions.
Specific Purpose Allowances
Representation and Transportation Allowance
These are given to officials down to division chiefs at monthly standard rates in order to defray transportation and representation expenses while in the actual performance of the duties of the positions. Transportation allowance shall not be given to those with assigned government transportations.
Incentives
Loyalty Incentive
This is an incentive to be given in milestone years to reward an employee’s loyalty to government service with at least a satisfactory
performance. Pursuant to CSC MC No. 06, s. 2002 there are qualifications for the grant of loyalty award.
Productivity Enhancement Incentive (PEI)
The PEI is an incentive provided with the purpose of improving the government employees’ productivity. It is granted to employees in the amount of Php 5,000, subject to the conditions .
Collective Negotiation Agreement (CNA)
This was granted to both management and rank-and-file employees of agencies with approved and successfully implemented CNAs in recognition of their efforts in accomplishing performance targets at lesser cost, in attaining more efficient and viable operations through cost-cutting measures and systems improvement; such CNA incentive shall be provided for under the annual General Appropriations Act.
Performance Based Bonus (PBB)
Granted to qualified government personnel, this bonus is based on the achievement by the Department and individual employees of their performance targets or commitments and compliance with good governance and other conditions.
Anniversary Bonus
This is an incentive to be given to employees on the occasion of their agencies’ milestone anniversaries, to recognize the employees’ participative efforts and contributions to the agencies’ continuing and/or viable existence
Travel Incentive
Retiring employees who have rendered at least 20 years of continuous service are eligible for a five (5) day travel incentive. The incentive must be availed two months prior to their retirement date. Employees who want to avail shall coordinate with the Human Resource Welfare Section.
For Cost of Service may be granted a performance incentive, additional premium, gratuity pay, hazard pay, and/or such other additional incentives subject to relevant DSWD issuances for the purpose, in accordance with existing guidelines issued by regulatory agencies, such as the Office of the President, COA and DBM subject to availability of funds.
Cost of service receive monthly premium based on agreed and approved payment of services package/schedule for COS Workers. The amount of premium shall be computed based on the services rendered and shall be paid on a monthly basis, in accordance to the scheduled release of payment of salary; provided, however, that payment of authorized overtime services shall be computed based on the cost of service base rate.
