Study Overview
The Ministry of Transportation, Ontario (MTO) retained Dillon Consulting Limited (Dillon) to complete the Preliminary/Detail Design and Class Environmental Assessment (Class EA) for the structural rehabilitation of the Gull River Bridge and the Gull River Overflow structures, and intersection improvements at County Road 48, located along Highway 35 in the community of Coboconk, within the City of Kawartha Lakes (see map).

In January 2022, a Notice of Study Commencement was issued to introduce the project to the public, agencies, stakeholders, and Indigenous communities. As the project progressed, several key site constraints were identified that required further study, resulting in a need to pause the project and allow for a Constructability Review of the proposed rehabilitation work.
The Constructability Review focused on addressing key constraints related to the construction of the Gull River Bridge and associated local road closures, potentially significant detours, local residential and commercial access and traffic concerns, as well as utility impacts.
The Constructability Review consisted of a total of 2 workshops (Workshop #1 held March 2, 2023, and Workshop #2 held April 13, 2023) to present key site constraints, discuss potential alternatives for construction, and determine a technically preferred approach to move into Detail Design.
Based on the outcome of the Constructability Review, new construction options were introduced and accessibility improvements to Highway 35 and Country Road 48 Intersection Improvements were proposed by MTO.
A project update letter was issued to stakeholders on the contact list in February 2025 summarizing the above noted updates.
Previous Announcements
A submission was added to the Navigable Waters Registry pursuant to the Canadian Navigable Waters Act. Click here to view or download a copy of the Notice related to this submission. The submission and Notice relate to subsurface/in-water borehole foundation investigations proposed within the Gull River to support the bridge rehabilitation works. The work was short-term and temporary in nature, and mitigation measures were employed to minimize impacts. A 30-day public review period was open from August 11, 2022 to September 10, 2022 to allow for public input on effects on marine navigation.
