The China-Chile Information and Communications Technology (ICT) Joint Laboratory is a multilateral laboratory, which aims to establish a long-term production-education-research cooperation framework fo: (i) promoting the international technical communications, (ii) promoting the standardization and industrialization of the technologies, (iii) strengthening the internationalization of the technologies and products; and (iv) forming an effective mechanism for sustainable development of the ICT Joint Labs.

The members of the China-Chile ICT Joint Laboratory are:

  1. Datang Telecom International Technology Co., Ltd. (DTI): is an international business, trade and collaboration platform of Datang Telecom Technology and Industry Group (a large Chinese-state--owned high-tech enterprise supervised by the State-owned Assets Supervision and Administration Commission of the State Council), which specializes in Information, Communication and Technology (“ICT”) industry equipment supply, integrated solutions and services. As DTI is also developing its international R&D platform, based on the international collaboration opportunities like joint lab national or international centers.
  2. Harbin Institute of Technology (HIT): is a prestigious university in China with its long historical standing, armed with excellent teaching and R&D capabilities, is actively searching for its opportunities on international cooperation in Latin America.
  3. Universidad de Concepción (UdeC): is a renowned university in Latin America, being proud of its long-standing history, excellent teaching and R&D capabilities, is looking for opportunities of international cooperation.

In addition, the Ministry of Science and Technology of China (MOST) is willing to join DTI, HIT and UdeC to carry out the China-Chile ICT Joint Lab construction project as part of its future plan to deploy joint laboratories and research centers in Latin-American in the ICT area.

The China-Chile ICT Joint Laboratory is composed of three parts: the first two parts are the two laboratories at HIT and UdeC. These two laboratories are mirror laboratories, which are equipped with ICT technology provided by DTI. The research and development (R&D) knowledge, data, and results will be shared between both sides, thereby helping the two sides to conduct R&D simultaneously. Both laboratories will deploy a Narrow-Band Internet of Thing (NB-IoT) systems for Smart Agriculture, Smart Port, Disaster Management Architectures, Safe Cities. The joint labs will exploit BB-IoT systems because this is the most advanced technology and the most important link between Information Technology (IT) and Communications Technology (CT). As agriculture and management of crisis triggered by natural disasters are two key issues for China and Chile, these two areas offer a common point of development for both countries, generating a proper research direction for the Joint Lab.

The organization of the China-Chile ICT Joint Laboratory considers three committees: a Steering Committee, a Scientific Committee, and an Executive Committee. The Steering Committee is composed of the three presidents of the member entities: Mr. Tong Guohua, Chairman at DTI, Dr. Zhuo Yu, President at HIT, and Dr. Carlos Saavedra, Rector at UdeC. The Scientific Committee is composed of seven members with extensive experience in R&D on ICT or related areas. The director of the committee is Prof. Niu Zhisheng, with Tsinghua University, three other members are Yuan Yong, DTI President DTI, Guo Qing, Dean School of Electronics and Information Engineering at HIT, Zhen Jung, Professor with South East University, and three other members to be disclosed as soon as possible. The Executive Committee is composed of one director, three co-directors, and three general secretaries. The director is Ambassador Mr. Carlos Parra. The three co-directors are Mr. Liu Longshan, with DTI, Professor Meng Weixiao, with HIT, and Dr. Jorge Pezoa, with UdeC. The three general secretaries are Xu Le, with DTI, Liu Xunyi, with HIT, and Dr. Mario Lillo, with UdeC.
