Each conduct of the SPARK technical training program will accommodate a maximum of 25 trainee-scholars for an in-depth Information and Communications Technology (ICT) curriculum. The training will be conducted at our Digital Transformation Centers (Tech4ED-DTCs) in partnership with the International Telecommunication Union (ITU). In instances where the DTCs lack the capacity to host all 25 participants, alternative arrangements will be implemented, such as collaborations with relevant stakeholders or Local Government Units (LGUs), or the adoption of online or hybrid training modalities.

II. TARGET BENEFICIARIES/ SECTOR
Category 1 : General Public
Due to lack of expertise and accessibility limitations for visually/auditorily impaired individuals, only participants with the following capabilities are considered to join:
- Persons with visual, psychosocial or physical disability
who have good to excellent listening skills.
- Persons with high-functioning low vision, hearing,
psychosocial or physical disability
- Persons with hearing, visual, psychosocial and physical
disability who have high-functioning vision
- Persons with visual, hearing, psychosocial, and physical
disability
- Persons with visual, psychosocial and physical disability
with excellent listening and speaking skills
In observance of Women's History Month, the organization will dedicate a specific training focus on empowering women with digital skills. This initiative aims to recognize and celebrate the significant contributions of women throughout history, while also actively promoting gender equality.
Eligible participants for this training program include:
- Female Employees/Unemployed
- Single Mothers/Stay-at-Home Mothers
- Female Out-of-School Youth
MSMEs constitute a cornerstone for fostering decent work, driving economic growth, and advancing social justice.
These individuals are the following:
- Owning a Micro and Small Enterprises
- Employed in the Micro, Small and Medium Enterprises
during the time of application.
In collaboration with the IT-BPM Industry, our program prioritizes near-hires. Near Hire individuals encompass those who, despite participating in contact center training programs or services, have yet to secure successful employment within the industry.
An eligible youth who is a school dropout; or who has received a secondary school diploma or its equivalent but is basic skills deficient, unemployed, or underemployed.
This refers to Filipino migrant workers, defined as Filipino citizens residing in another country for a limited period of employment.
- Unemployed during the time of application;
- Previously worked as Overseas Filipino Worker (OFWs)
- Residing in the Philippines at the time of application.
Category 2 : Special Sector
An individual who engaged in learning, especially one enrolled in a school or college
These individuals have extensive knowledge of computers and excellent troubleshooting skills.
II. TRAINING PROCESS
The Regional Focal and Center Managers, jointly plan the conduct of Technical Training : (Target Schedule, Assigned RP, Course & Target Sector )
Creation of Public Materials , Registration Forms including pre-assessment tests and other necessary documents.
The training is held at the respective Digital Transformation Centers (DTC) of the Regional Office. The orientation session, which is vital before the training proper, provides an opportunity for the PMT, SPARK Program focal, Resource Persons and trainee-scholars to get acquainted. Further, it sets the tone of the training sessions, emphasizing the attitude and behavior expected of the participants for the duration of the program.
The Regional Focal and Center Managers will schedule the Assessment Session a week after the last day of Online Campaign (NO EXTENSIONS WILL BE REQUESTED)
Invite the assigned certified assessor via emailing the following documents: (Monitoring Sheet, Assessment Guide of the course and zoom or google meet link)
The Regional Focal and Center Managers will schedule the Graduation Ceremony, 2 days after the Assessment Session, preparations must already be underway to ensure quality delivery of the activity
Scholars must complete an evaluation form immediately following each SPARK Technical Training session and upon graduation. This form assesses participant satisfaction with course content and trainer performance. Evaluations are essential for program improvement and impact analysis.
II. POST-TRAINING SUPPORT
DICT SPARK ConNetwork Channel
Upon completion of the SPARK Technical Training program, the Project Management Team (PMT) established a dedicated channel to provide ongoing support and upskilling opportunities for all SPARK Alumni Scholars. This support includes access to a diverse range of programs facilitated by the ICT Literacy and Competency Development Bureau (ILCDB), such as webinars, upskilling technical training courses, self-paced learning through Massive Open Online Courses (MOOCs), the Google Career Certification (GCC) Program, and a comprehensive Learning Management System (LMS).

Philippine Online Freelancing Conference (POFCon)
Furthermore, in collaboration with the ICT Industry Development Bureau (IIDB), the Project Management Team (PMT) will extend an invitation via email to all graduating batches across all regions. This invitation encourages their participation in the Philippine Online Freelancing Conference (POFCON), an event hosted and administered by the IIDB.
POFCON serves as a crucial platform for fostering knowledge exchange and facilitating discussions on prevailing trends and emerging opportunities within the online freelancing industry. The conference also aims to strengthen partnerships and collaborations among online freelancing communities, national government agencies, and stakeholders from both the public and private sectors.
CONFAB: Career Opportunities and Networking for Freelancers and Online Businesses
Spearheaded by the DICT, through its ILCDB-SPARK, The SPARK ConFab 2025 will serve as a platform to advocate for Filipino citizens and promote the ILCDB’s mandates and initiatives. It will foster a sense of community, enabling graduates to connect, share experiences, and provide mutual support. SPARK ConFab will further strengthen the program's impact by providing a platform for graduates to network, share experiences, and seek guidance. By fostering a sense of community, this event will empower graduates to navigate their career paths and contribute to the nation's digital transformation.
SPARK CONFAB will be inclusive, welcoming not only graduates who have pursued online freelancing as a career but also unemployed individuals seeking employment opportunities. A primary objective of the SPARK Program is to address unemployment while simultaneously promoting digital entrepreneurship and empowering individuals and communities to actively participate in the digital economy. Through the implementation of comprehensive support initiatives, the Department of Information and Communications Technology (DICT) aims to facilitate a smooth transition for participants into their professional careers and equip them with the necessary skills to thrive in the dynamic technological landscape.
